Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Army Aviation & Missile Command (AMCOM), Security Assistance Management Directorate, (SAMD) has a requirement to provide 206 Jet Ranger Spare Parts, Publications and Tools for Iraq. T he parts list is available upon request. The required delivery turn around time for this requirement is 180 days After Contract Award. All spare parts shall be new, Original Equipment Manufacturer (OEM) parts packed and preserved in accordance with best commercial practices. Time between Overhaul (TBO) components may be new or overhauled; for new components, Time Since New (TSN) should equal 0 (zero). For overhauled items, Time since overhaul should equal 0 (zero). These type components include, but ar e not limited to: engine, transmission, main and tail rotor hubs, swash plates, scissor and sleeve assemblies, etc. Part substitution is authorized as long as Form, Fit and Function is not changed and is limited to OEM revisions only. For major component s i.e., reparable that are ordered, a core/exchange/Like Item from Iraq may be required and requested by the contractor. All parts/shipments shall be by DHL air transport, including Core/Exchange Returns to Transportation Account Code TAC: M, SHIP TO : BIQL00, MARK FOR: BIQL00 and IRAQ MIN OF DEF IRAQ AIR FORCE, IQAF FLYING TRAINING SCHOOL, TEL DSN 318-444-3307, KIRKUK AIR BASE, KIRKUK IRAQ. Inspection and acceptance shall be FOB Origin. Shipment of parts is the responsibility of the contractor an d costs for shipment should be included as part of the proposed costs. Funding for air shipment, to cover any and all related costs of shipping parts, tools and material in support of the Iraq 206 programs shall be paid by the contractor. The contractor shall process/investigate all Supply Discrepancy Reports submitted to validate the report, determine the cause of reported discrepancy and ensure the necessary action and steps are taken to preclude recurrence. All items supplied shall comply with mandat ory Airworthiness Directives & Service Bulletins issued at time of part delivery. All warranties supplied with items shall be passed or transferred to the Iraq Air Force with the item or material when it is shipped. A part time program manager is require d to intensely execute and manage this program. Duties shall include, but are not limited to answering Iraqi technical and logistical questions, researching part numbers and associated consumables and special tools required, installation of MOD kits and p roviding status of orders and funds remaining, if required. All responsible sources may submit an offer that may be considered by the agency. Communication must be on contractors letterhead and must include name, telephone number, e-mail, fax number, an d cage code. Interested sources should indicate if they are registered in the Central Contractor Registration (CCR) and have completed the annual representations and certifications electronically via the Online Representative and Certifications Applicatio n (ORCA) website at http://orca.bpn.gov. There will be no telephone request for proposals accepted. Request will be by e-mail ernestine.small@us.army.mil or datafax to (256) 842-9198 to, ATTN: AMSAM-AC-RD-F, Ernestine Small, Contract Specialist. Due to the urgency of this requirement interested sources should promptly request the part list.
