Description
The Government intends to issue a master solicitation from which up to three (3) Indefinite Delivery Indefinite Quantity (IDIQ) Contracts will be awarded, provided sufficient qualified contractors present offers. The Government reserves the right to award less than three (3) contracts based upon its discretion. Each IDIQ contract will be for a period of one year from date of award, with options to extend four additional one-year periods, not to exceed a total of five years. Maximum order limit is $ 25,000,000.00 for the life of each contract, including options. The magnitude of construction per task order is estimated to be between $2,000.00 and $5,000,000.00. Scope of work is expected to vary for each order. The statement of work (SOW) shall be p rovided with each individual Task Order Request for Proposal. One or more task orders should be anticipated for each year. Task Orders may include, but not limited to: earthwork, seeding, grading, fencing, repairing of dikes and jetties, small dredging, installation of prefabricated buildings, concrete placement, stone placement, installation of mechanical and electrical equipment, repair and installation of weir structures. All work shall be completed in accordance with individual task order requiremen ts, specifications/drawings provided with each project or master specifications. All orders will be competitively bid between the contractors that receive an IDIQ Contract award. The solicitation will include a seed project upon which all proposals will be evaluated for award. An amendment will be issued incorporating plans and specifications for the seed project. Award will be made to the offeror whose proposal represents the best value to the Government. Evaluation criteria for the IDIQ Contracts are Technical, Past Performance and Price. Prospective offerors must submit written past performance for relevant work performed within the past five (5) years. Offerors must submit information from their bonding company stating their ability to acquire bon ding up to $5,000,000. This solicitation will be issued on or after 15 August 2007 with offers due on or after 14 September 2007. THIS SOLICITATION IS A HUBZONE SET-ASIDE. Solicitation will be issued in electronic format only and will be posted on the F ederal Technical Data Solutions (FedTeDS) website at https://www.fedteds.gov/. There is a VENDOR USER GUIDE available on the FedTeDS website. In order to receive notification of any amendments to this solicitation, interested vendors must REGISTER TO REC EIVE NOTIFICATION on the Federal Business Opportunities website at http://www.fedbizopps.gov/. If you are not registered, the Government is not responsible with providing you with notification of any changes to this solicitation. In addition, in order to generate a Plan Holders List, all interested bidders must also REGISTER AS INTERESTED VENDOR which is also located on the Federal Business Opportunities website at http://www.fedbizopps.gov/. You must be registered in the Central Contractor Registration in order to be eligible to receive an award from this solicitation.
