- Description
- The National Forest of North Carolina have a requirement for Cadastral Surveying and Mapping. The work areas is divided into the following five zones: Zone I: Appalachian Ranger District (Avery, Buncombe, Haywood, Mitchell, Madison, and Yancey Counties), Zone II: Cheoah and Tusquitee Ranger Districts (Cherokee, Clay, Graham, and Swain Counties), Zone III: Grandfather Ranger District (Avery, Caldwell, McDowell and Watauga Counties), Zone IV: Highlands and Wayah Ranger Districts (Jackson, Macon, Swain, and Transylvania Counties), and Zone V: Pisgah Ranger District (Buncombe, Haywood, Henderson, Jackson, and Transylvania Counties). This work may include but is not limited to retracement surveys, maintenamce of previously posted lines, right-of-way surveys, proposed acquisition surveys, and topographic site surveys involving the surveying of boundary line and marking the legal propoerty boundary of the National Forest System Lands. Tasks may include the maintenance of boundary line, maintenance of boundary line, survey of boundary line, marking, painting, and posing of boundary line, corner search, corner monumentation and perpetuation, preparation of corner cards, presentation of recordable survey plats and the survey of tie lines to locate control corners. The Forest Service anticipates award of Indefinite Delivery, Indefinite Quantity contract(s) with a basic year along with four one-year option period to be exercised at the option of the Government. The maximum contract amount per contract year is $75,000 for each Zone, the guaranteed minimum is $2,500 for the basic year for each Zone. Individual Task Orders will be issued against the contract. The Government anticapates multilpe awards for each Zone. Firms must state which Zone that desire to work in, they may state one zone , all zones, or any combination of zones, in a cover letter. Only firms with Registered Professinal Surveyor (s) licensed in the state of North Carolina will be considered. A registered Professional Land Surveyor licensed in the State of North Carolina must be assigned to eash Task Order issued under the contract. Firms qualified and interested in providing professional surveying services of teh type l;isted above are hereby invited to sub mit a Standard Form 330, Architect-Engineer and related Services Questionaire. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitation with respect to size and geographic location of firm, specialized technical expertuse of other requirements listed. Following an initila evaluation of the qualification and performance data submitted, three or more firms for each Zone that are considered to be the most highly qualified to provide the type of services required, will be choosed for negotiation. Selection of Firms for negotiation shall be made through and order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required, that include:(1) professional qualifications for satisfactory performance of required service; (2)specialized experience and technical competence in this type of work; (3) capacity to accomplish the work in the required time; (4) past performance on contracts with Governemnt agencies and private industry in terms of cost control, quality of work and compliance with performance schedules; (5)locations in the general geographical are of the project and knowlegdge ogf the locality of the project; (6) acceptability under other appropriate evaluation criteria. Geographic location requirements - considerationw ill be limited to firms having office facilities within 100 miles of the project location area; (7) adequacy of equipment, facilities, and personnel necessary for performance of teh work including those needed to provide specialized services that may be required; (8) volume and nature of present workload as it relates to the ability to perform the work required; (9) experience and qualifications of proposed key personnel including specialized technical skills, project coordination and management skills and experience in working together as a team.
