Description
THIS IS A COMBINED SYNOPSIS/SOLICATION for commercial items prepared in accordance with FAR 12.6 procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A written solicitation will not be issued. Solicitation number M6700108R0004 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23. This solicitation is 100% set-aside for all qualified HUBZone small businesses. The North American Industrial Classification System (NAICS) code for this requirement is 315211 and the small business size standard is 500 employees. CLIN 0001: Flight Suits, Color: Tan. Flight suits shall meet current military specifications and standards as defined in Military Specification FNS/PD 96-17 (MIL-C-83141A): CWD/27P, 92% Nomex, 5% K, 3% P140 Aramid, flame-resistant material, two-way zipper with pull, si x (6) primary pockets, adjustable weight belt with velcro fastener, knife pocket on left inseam, pencil pocket on left sleeve, gusseted back. Quantity: 988 Each. See attached list of the quantities and sizes for each flight suit (Attachment 1). The NSNs marked ?UNKNOWN? are special order sizes. Partial shipments are preferred. Deliver To: Freight Traffic Branch, Bldg 1119 Ash Street, Camp Lejeune, NC 28542-5000. Offerors shall provide completed copies of FAR 52.212-3 or their Online Representations and Certification Application (ORCA) and DFARS 252.225-7000 with their quote. Offerors are required to provide their Contractors? DUNS Number and Commercial and Government Entity (CAGE) code with their quote. The CAGE code entered sh all be for that name and address provided by the Contractor. Offerors are required to be registered and current in the Central Contractor Registration (CCR) and Wide Area Work Flow (WAWF-RA) databases. Offerors responding to this announcement shall submit their quotations in accordance with FAR 52.212-1. Submission of offers shall include the following: (1) photos and specifications for each item quoted that demonstrates the ability to meet specifications, (2) delivery date(s): the desired delivery date is as soon as possible, but no later than 60 days after receipt of order (ARO); partial deliveries are preferred, (3) three (3) past performance references (no more than 3 years old), and (4) cost: all pricing quoted shall be FOB Destination. The basis for award is best value with relevant and ?Satisfactory? past performance references. The criteria for evaluation is: (1) Delivery: Contractor has offered the earliest delivery date(s) for all requested items, (2) Cost: Contractor has offered FOB Destination pricing for all items quoted. Delivery is more important than cost. OFFERS SHALL COMPLY WITH BUY AMERICAN ACT (FAR 25.001) AND THE BERRY AMENDMENT (DFARS 225.7002-1). All responsible sources may submit a response which, if timely received, will be considered by the agency. It is the intent of the Government to issue one award; however, the Government reserves the right to issue multiple awards.
