Description
1. The Aeronautical Systems Center (ASC) is soliciting information to identify possible sources to provide a standardized set of technical recovery system kits, specifically confined space and extrication kits. The GA forces are tasked to extricate personnel and sensitive material from military aircraft, vehicle wreckages and damaged or destroyed buildings. The equipment utilized to accomplish this mission is contained in Rapid Extrication Deployment System (REDS) Kits and Confined Space (CS) kits. There are two types of REDS kits -- heavy and light. Specifics for these kits are shown in paragraph 3 below. The procurement would include the modernization of the existing Combo tool or the substitution of a more capable Combo tool and a more capable air supply for lift bags. Reduction of the overall weight of the REDS kits is also a major focus of this procurement. This Request for Information (RFI) is issued for informational purposes only and does not constitute a solicitation or commit the government to award a contract now or in the future. Submitting information for this RFI is voluntary and participants will not be compensated. 2. Respondents to this RFI should describe their ability to meet and/or exceed the following objectives: Extrication Kits: This consists of 2 systems -- a heavy REDS system and a light REDS system. a. REDS Kit (Heavy). This kit would contain the following types of equipment in a waterproof, unbreakable case: cutters, spreader, hydraulic pump, 6 and 14 foot chains, crash ax, hacksaws and spare blades, fire blanket, reciprocating saw and spare blades, air pump, three air lift bags (capable of lifting 12 tons, 24 tons, and 36 tons respectively) and small Ram kit. More specific requirements would be provided in a follow-on request for proposal (RFP). Government intends to procure approximately 60 kits. b. REDS Kit (Light). This kit would contain the following types of equipment in a waterproof, unbreakable case: lowering harness with 2-inch nylon webbing with associated hardware and risers, hydraulic pump, combo tool, hose extension for extraction tools, crash ax, hacksaw with double blades, reciprocating saw with extra blades and tool kit, 3 lift bags with 1-way valves (capable of lifting 1 ton, 7 tons and 10 tons respectively), air pump, 2 x 3 foot fire blanket and 6 and 14 foot chains. More specific requirements would be provided in a follow-on request for proposal. Government intends to procure approximately 60 kits. Confined Space Kits: Overall weight of CS Kits shall allow overland transportation by 4-6 personnel. a. Micro insertion extraction system. The following types of equipment are contained in the micro insertion extraction kit: micro rescue hauler, 200 feet of 9mm rope, large rope bag, micro double pulley, 15 feet of black webbing, large auto carabineer, micro figure 8 and prusik sling (30 inches of 5 mm rope). More specific information on these items would be provided in a follow-on RFP. Government intends to procure approximately 68 Kits. b. Heavy Insertion Extraction System. The following types of equipment are contained in the heavy insertion extraction kit: rescue hauler, 200 feet of 11mm rope, free running gibb's ascender, rope bag, 3-inch double pulley, six foot utility strap, large carabineer, figure 8, prusik sling (30 inches of 8 mm rope), belay device (such as a GriGri), HAZMAT absorbent material (either a case or a tube) -- all contained in a tactical confined space bag. In addition, the heavy system will include items such as struts and threads, rescue camera kit, forcible entry tools, crow bars, percussive rescue tool, hammers, measuring tape carpenter pencils, apron, spray paint, nails, lumber crayon, pre-cut wedges and 4x4s, patient straps, tactical structural collapse bag, cordless reciprocating saw kit, chain saw, quick cut saw, escape air system, tripod, contaminated water personnel protection equipment, self-contained breathing apparatus, scene lighting, electrical generator, I-beam clamps and lift bags. More specific information on these items would be provided in a follow-on RFP. Government intends to procure approximately 68 Kits. 3. Two (2) paper copies should be submitted to the program office as outlined in paragraph 4. Paper copies must be clearly labeled ?Proprietary/Competition Sensitive Information? on the cover sheets and, in close proximity to this type of information, on each applicable page. Proprietary/Competition sensitive information will be protected from disclosure. E-mail copies of the paper submittal will be accepted. 4. Responses shall be received no later than November 23, 2007.
