Description
NAICS Code: 334516 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is RFQ-RT-08- 00059 and the solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-23. The Environmental Protection agency (EPA) anticipates that a purchase order will be awarded as a , firm-fixed price purchase order using far FAR Part 13 Simplified Acquisition Procedures . The associated North Industry Classification System (NAICS) is 334516 and the size Standard is 500 employees. This procurement is for the acquisition of Zeta Potential and Particle Size Analyzer (Brookhaven ZetaPALS or Equal). This Instrument will be used to characterize solutions used in fate and effects research on a variety of nanomaterials, including titanium, aluminum, and iron oxides, fullerenes, and carbon nanotubes. To satisfy these research requirements the instrument must meet all the following Require Specifications: Zeta-potential, (1) The ability to analyze particles ranging in size from 1 nm to 30,000 nm in colloidal suspension; (2) Use of electrophoretic light-scattering technology; (3) Function over a pH range from 1 to 13. Particle Size: The ability to analyze particles having a size range from 1 nm to 6,000 nm in colloidal suspension; (2) Work with small samples sizes (e.g. 100 microliter to 2 milliliter); (3) Use at least two scattering angles (preferably including 15 degree celsius and 90 degree celsius; (4) Should include research-grade operational software for size-distribution analysis. General: (1) Quotes should include: particle reference materials; cuvettes for both zeta and size analyses, for aqueous and solvent suspensions; advanced zeta and size analysis software; installation and on-site training. (2) Instrument and software must be compatible with Microsoft Windows XP operating system. (3) Provide on site training and installation; (4) Delivered fob destination to Duluth, MN 55804. The Government intends to award a single purchase order to the responsible vendor whose quotation meet all the required specifications and represents the overall best value to the Government. Quotations must include sufficient material (such as narrative technical specifications, drawings, photos, brochures, demo disks, videos, etc.) to permit the government to determine that the proposed instrument will meet the required specifications. The Government reserves the right to require additional pricing information if necessary to determine that the proposed price is reasonable. The following FAR provisions shall apply to this solicitation: 52-212-1, Instructions to Offerors--Commercial Items. The following FAR clause applies to this acquisition: 52.212-4, Contract Terms and -Conditions--Commercial Items.
