- Description
- The U.S. Environmental Protection Agency (U.S. EPA) has a requirement. The purpose of this contract will be to provide technical toxicological and ecological research support services for the U.S. EPA, ORD/NHEERL Mid-Continent Ecology Division (MED), Duluth, Minnesota. General areas of technical support and duties the contractor shall perform are as follows: The contractor will be tasked to complete the following: A. Culturing organisms for toxicity bioassays., B. Maintaining equipment used solely by the government. The contractor may be tasked to complete the following: C. Performing toxicity testing, including ecological test systems, of ambient waters, spiked water (toxicity bioassays), leachates, and sediments., D. Performing chemical analysis of effluents, ambient waters, spiked water (toxicity bioassays), leachates, sediments and tissues., E. Taxonomy of aquatic vertebrates and invertebrates in water or sediment and specimen samples collected from field and laboratory studies., F. Developing logistical plans, as it applies to ecological assessment in the field, to implement sampling and biological and/or chemical analysis at remote sites. Conduct those tasks as assigned in Work Assignments., G. Planning and conducting scientific meetings and seminars., H. Evaluating test data, using EPA approved criteria, to determine the acceptability of the aquatic toxicity test data for use in deriving criteria or other benchmarks and developing state-of-the-art models. Provide consulting and analysis using statistical methods., I. Conducting quality assurance on EPA test data which may be suitable for model or benchmark development., J. Conducting literature searches using EPA approved search strategies. Reviewing Scientific Literature and carrying out data entry for the support of toxicological and ecological databases. EPA anticipates the award of a five year Cost Plus Fixed Fee Level of Effort type contract. NAICS Code 541712 applies with a small business size standard of 500 employees. This will be a competitive 8 (a) set-aside. A draft copy of the Statement of Work is posted on website: http://www.epa.gov/oam/rtp_cmd/. A copy of the Request for Proposal (RFP) with SOW will be posted on or about the date the RFP is issued. Any supporting documentation and/or relevant information (if applicable) concerning this procurement will be posted on website: http://www.epa.gov/oam/rtp_cmd/. The RFP is expected to be issued in February, 2008. Proposals will be due approximately 45 calendar days after issuance of the RFP and it will be your responsibility to frequently check the same site where the RFP is posted for any amendments.
