Description
PRESOLICITATION NOTICE - NOAA WEATHER VHF FM RADIO TRANSMITTERS. This is a Pre-solicitation Notice issued by the Acquisition Services Directorate (AQD) under the Department of the Interior (DOI) Franchise Fund on behalf of National Atmospheric Administration (NOAA), National Weather Service (NWS). DOI's Acquisition Services Directorate is a Federal Franchise Fund Contracting Office under the authority of the Government Management Reform Act and provides contracting support to all Federal civilian and DoD Agencies. NAICS CODE: 334220 Radio & TV -- Broadcasting & Wireless Communications Equipment Manufacturing or 517210 Wireless Telecommunications Carriers (except Satellite). SMALL BUSINESS SET-ASIDE: It is anticipated that this requirement will be conducted as a small business set-aside. BUSINESS SIZE STANDARD: small business size standard of 500 employees. DESCRIPTION: AQD-Herndon anticipates releasing a solicitation on or about January 30, 2008 to the vendor community for the stated NWS requirements (as well as future requirements from NWS and other Federal Agencies) from all interested parties to provide approximately 400 (125 each 300W and 275 each 1000W) VHF FM radio transmitters operating in the 162.400 to 162.550-MHz land mobile band. This procurement will be conducted in two phases: 1. Modify Commercial off the Shelf (COTS) transmitters to meet NWS specification and conduct first article testing (purchase order); 2. Indefinite Delivery Indefinite Quantity (IDIQ) Production orders. Each production order will be competitively awarded as a split procurement. Minimum quantity TBD at time of IDIQ award. It is anticipated that the initial contract awards as a result of this requirement may result in the award of multiple competitive five Year requirements Indefinite Delivery Indefinite Quantity (IDIQ) contracts for each size, 300W and 1000W, to provide support to multiple locations in the United States and the U.S. territories Puerto Rico, the U.S. Virgin Islands, American Samoa, and the Northern Mariana Islands. The initial transmitter requirement is intended to be deployed in the NOAA Weather Radio (NWR) Network. SOW/SPECIFICATIONS/TESTING AND ASSOCIATED REQUIREMENTS: Will be provided in the solicitation. CLIN STRUCTURE: PHASE ONE - Modify COTS transmitters/First Article Testing. Purchase Order CLIN Structure: 1.Modify COTS Equipment to Meet NWS Specification/Conduct First Article Testing to validate Compliance with the Specification (Firm-Fixed Price). Period of Performance (POP) contract award - four months after contract award. 2.Training Services (Firm-Fixed Price). POP contract Award - six months after contract award. 3.Documentation (Firm-Fixed Price). POP nine months after contract award. PHASE TWO - Production orders. IDIQ requirement delivery orders CLIN Structure: 1.300W Transmitter Production and Spare Parts Inventory- Lowest Repair Unit (LRU) Level (Firm-Fixed Price); (LRU Level shall be defined based on the Offeror's design verification and 1st article testing). Minimum quantity TBD at time of IDIQ award. POP six months after IDIQ contract award. Includes associated delivery to be shipped FOB Destination to NWS' National Maintenance Contractor. 2.100W Transmitter Production and Spare Parts Inventory- Lowest Repair Unit (LRU) Level (Firm-Fixed Price); (LRU Level shall be defined based on the Offeror's design verification and 1st article testing). Minimum quantity TBD at time of IDIQ award). POP six months after IDIQ contract award. Includes associated delivery to be shipped FOB Destination to NWS' National Maintenance Contractor. PAST PERFORMANCE QUESTIONNAIRE: Will be provided in the solicitation. BASIS OF AWARD: Phase One - Best Value Trade-off. Factors include technical, management, and past performance. Technical factors are significantly more important than the individual management or past performance factors. The combination of management and past performance factors combined is equally important as the technical factor. Technical, management, and past performance are more important than cost. Cost as a factor will be evaluated for realism, but will not be assigned a point score. Technical evaluation factors include: system performance, network and site operational availability, timely dissemination of meteorological products, system performance in adverse environmental conditions, and a system which accommodates future growth. Phase Two - Lowest Price Technically Acceptable. ON-LINE REPRESENTATIONS AND CERTIFICATIONS: In conjunction with the Offeror's proposal response, potential offeror's representation and certification shall be completed on-line via Online Representations and Certifications Application (ORCA) for the solicitation. All responsible sources may submit a proposal which shall be considered by NOAA. QUESTIONS: Questions will be accepted through January 23, 2008.
