Description
The U.S. Army Aviation and Missile Command proposes to acquire on an other than full and open competition basis, a Firm Fixed Price (FFP) base contract with three options as follows: The base contract will incorporate the Long Lead effort required f or the production deliveries of the Radar Electronics unit (REU) portion of the Fire Control Radar (FCR) and Unmanned Aerial System (UAS) Tactical Common Data Link (TCDL) Assembly (UTA) Lot 1 Low Rate Initial Production (LRIP). Option 1 will incorporate Lo ng Lead effort for Lot 2 LRIP. Option 2 will incorporate the production of Lot 1 LRIP estimated quantities of 7 each REU and associated initial spares and 3 each UTA and associated initial spares. Lot 1 REU and UTA deliveries will begin the Third quarter o f FY2011. Option 3 will incorporate the production of Lot 2 LRIP estimated quantities of 11 each REU and associated initial spares and 11 each UTA and associated initial spares. Lot 2 REU and UTA deliveries will begin the Third quarter of FY2012. A time an d materials (T&M) CLIN may also be incorporated for repair of government furnished property, engineering studies and support to associate contractors not otherwise covered by Firm Fixed Price CLINs. Period of performance (POP) for the base contract is October 2008 through April 2010. The POP for option 1 is April 2010 through April 2011, option 2 is April 2010 through April 2012, and option 3 is April 2011 through April 2013. IAW 10 U.S.C. 2304 (c)(1) - the property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency  as implemented by FAR 6.302-1  Only one responsible source and no other supplies will satisfy agency requirements  this proposed acquisition is limited to Longbow Limited Liability (LBL) Company, CAGE 04WF2, 5600 Sand Lake Road, Orlando, FL 32822. LBL is the designer, developer, manufacturer and design control activity of the AH-64D FCR system and is the sole source contractor currently providing the Apache Block III effort for the design and development of the REU and UTA. The prime manufacturer is the only source that can provide the latest technical data to support this requirement as it relates to the FCR design. LBL is also the only source that has access to all current data to include propriety data, which is only available to LBL through their mutual contractual agreements. No other source possesses the required maturity in the pertinent technologies and associated technical and engineering disciplines to support this requirement. LBL continues to be the only source possessing the knowledge of the most current capabilities, interface requirements with the Apache Longbow weapon system and operational fidelity of the FCR system. Interested parties should identify themselves in writing to the Procuring Contracting Officer (PCO). Solicitation is anticipated to be released by 28 Feb 2008. Sole Source Proposal anticipated due date is 30 April 2008. Anticipated award date is 15 October 2008.
