Description
PROCUREMENT OF SIMON 150mm LIVE ROUNDS with BULLET TRAP The U.S. Army, Joint Munitions and Lethality Life Cycle Management Command Acquisition Center (JM&L LCMC Acq Ctr), in support of the U.S. Army Research Development Engineering Command ??? Armament Research Development and Engineering Center (RDECOM-ARDEC) is issuing a sources sought notice to identify potential sources and vendors capable of supplying SIMON 150mm live rounds to support research testing and for field training purposes. Vendors must have the capability to supplying rounds to ARDEC at Picatinny Arsenal in NJ to support the U.S. Government???s mission. Purchase description for the SIMON 150mm round with bullet trap is as follows: 1. REQUIREMENTS 1.1 SIMON round. The SIMON round shall be capable of being launched, without the use of any special interface hardware, from the M16A2 Rifle, M16A4 Rifle and M4 Carbine, utilizing M855 ball ammunition. It shall not cause any damage to any part of the weapon and shall not degrade the performance or useful life of the weapon. The round shall not require any special safety equipment or any additional sighting devices. It shall lock onto the standard weapon muzzle suppressor (M16A2, M16A4 and M4) and be maintained when the weapon barrel is tilted downward. 1.1.1 Weight. The weight of the SIMON shall not exceed 0.9072 Kilogram (2 pounds). 1.1.2 Bullet trap. The SIMON shall utilize a bullet trap device to arrest the bullet when fired with M855 Ball ammunition or M856 Trace ammunition. 1.2 Operating requirements. 1.2.1 Function. The SIMON shall be capable of creating a man-size opening or breach in a 44.45mm (1.75 inch) thick solid wood door and a 44.45mm (1.75 inch) metal security door at ranges from 15 meters to 40 meters. It shall be capable of performing the breaching function at an angle of impact from 20 degress to 160 degrees. 1.2.2 Operational temperatures. The SIMON shall operate and safely function within the temperature range between minus 46 degrees C (minus 50 degrees F) and 52 degrees C (125 degrees F). 1.2.3 The SIMON shall not exhibit erratic or abnormal behavior during flight. The following is considered erratic behavior for the SIMON: corkscrewing trajectory, tumbling, and short flight. 1.2.4 User Safety. The SIMON, when functioning as intended, shall not present any hazard to the user. 1.2.5 Accuracy. At a range of 20 meters, the SIMON shall be capable of impacting a target measuring 609.6mm (24 inches) by 1,524mm (60 inches). 1.3 Ownership and support. 1.3.1 Environmental compliance. The SIMON shall be lead free and shall not contain any materials considered hazardous by the Environmental Protection Agency. 1.3.2 Chemical compatibility. The SIMON shall remain safe and operable after exposure to chemicals used in military training, maintenance and combat environments. 1.3.3 Workmanship. The SIMON shall be properly assembled and free of defects and foreign matter. 2. VERIFICATION 2.1 SIMON Conformance Inspection. 2.1.1 The SIMON inspection procedure shall comply with the manufacturer???s internal conformance inspection procedures. 3. PACKAGING 3.1 Packaging. Commercial packaging is acceptable for this contract. 4. NOTES 4.1 Intended Use. The SIMON, covered by this purchase description, is intended for use with the M16A2/M16A4 rifle and the M4 carbine for testing and user evaluation. 4.2 Acquisition Requirements. Acquisition documents must specify the following: a. Title, number and date of this specification. b. Issue of DODISS to be cited in the solicitation. c. Applicable stock number.
