Description
This notice is a combined synopsis/solicitation, Notice of Intent. The Government intends to negotiate on a sole source basis with Sun Microsystems for a Sun Microsystems Server, in accordance with the format in Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. Submit offers on NOI-RML-8006. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23 dated 12/26/07. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 334111 and the small business size is 1000. SCHEDULE: The Rocky Mountain Laboratories, (RML), has been charged with performing basic research contributing to intramural investigators research directives focused on the development of diagnostic reagents, therapeutics and vaccines against human bacterial pathogens. The RML currently has a need for purchase of a server to upgrade and meet current and future computational needs and data storage. SCHEDULE: The contractor shall provide to RML a Sun server for informational and biocomputation needs. The RML requires a server that is 64(sixty-four) thread, can pack up to 8(eight) cores and up to 64(sixty-four) simultaneous threads. Power and functionality must be packaged in a 2RU form factor with highly expandable internal storage and network connectivity. The operating system shall be Solaris 10 OS 8/07. Processor must be capable of 4, 6, and 8-core 1.2-GHz or eight-core 1.4 GHz processors. Dual, multithreaded, 10Gb Ethernet PCIe intergrated onto chip shall be available. Main memory shall be composed of 16 FB-DIMM slots with a system maximum of 64 GB. Internal disk shall be up to 146-GB SAS disks. Dimensions shall be 88mm X 425 MM X714 MM; via a 2(two) rack unit. The server must be compatible with the current Sun Server in order to maintain warranty requirements by the manufacturer. FOB Point shall be Destination, Hamilton, MT. Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT. The following FAR provisions and clauses apply to this acquisition: (B)(1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation; 52.212-1 Instructions to Offerors Commercial Items; FAR52.212-2 Evaluation Commercial Items; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52-212.5 Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items; By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall have posted their FAR 52.212-3 Offerors Representations and Certifications Commercial Items at website http://orca.bpn.gov. Award will be based on the capability of the item offered to meet the above stated salient characteristics, delivery, price, past performance, and the best value to the government.
