Description
The Centers for Disease Control and Prevention (CDC), Coordinating Center for Infectious Diseases (CCID), National Center for Preparedness, Detection and Control of Infectious Diseases (NCPDCID), Division of Healthcare Quality Promotion (DHQP) is seeking to award a base plus three (3) option years, sole source, cost-type, Research and Development contract to perform a research project that will at the end of the base year provide scientific evidence of the efficacy of personal protective equipment (e.g. masks, respirators, eye protection) in reducing airborne transmission of influenza infections using Flumist as an influenza virus surrogate. The Flumist will be aerosolized into an inhalable size at varying concentrations and introduced to sample populations of human volunteers in an exposure chamber that is designed to prevent incidences of aerosolized virus escape or contamination. During the option years the survival rate of the live vaccine/virus on internal and external surfaces of the PPE will be tested; experiments will be conducted under varying environmental conditions to mimic different geographical locations; and experiments will be conducted on any newly developed PPE available within the next two years. In accordance with Federal Acquisition Regulation (FAR) 6.302-1, the Government has determined that Wake Forest University Health Services is the only responsible source to satisfy this requirement. Wake Forest University Health Services has successfully developed and validated a unique live aerosolized virus/human exposure system. To the government?s knowledge, Wake Forest currently has the only validated live virus human exposure system; thus, can provide study results within the first year. Subject to the availability of funds, the Government intends to request a proposal on 6 February, with award by 31 March 2008. Firms that believe they can provide the requirement are encouraged to identify themselves and provide written notification to the Contracting Officer within fifteen (15) days from the date of this synopsis posting. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
