- The Naval Air Warfare Center, Weapons Division, China Lake CA, intends to procure on an other than full and open competition basis, a firm fixed price contract for a Customer Relationship Management System/Strategy thats primary purpose is to provide NATEC (United States Naval Air Technical Engineering Command) the ability to make transactions and dealings with their customers smoother and more efficient by evaluating their processes for chokepoints and other areas needing improvement. To facilitate deployment of NATEC's CRM strategy, a contractor will be required to deliver a roadmap to the future state CRM environment that lays out a sequence of initiatives to undertake over a 12 month timeframe and design the operational and technical environment for a CRM environment based on the Navy's current infrastructure. This roadmap will incorporate both the logistic management Integration Department 6.8 and Integrated Technical Service Department 6.7 processes/operations into one cohesive structure. Due to significant time restraints and IBM?s previous work on NATEC's CRM project in the form of a processes gap analysis, IBM has already developed the necessary data for immediate tasking as required by NATEC. Therefore this requirement is sole sourced to IBM, 6300 Diagonal Hwy., Boulder, Co 80301 because it is the only firm that possesses the detailed technical knowledge, engineering expertise, and technical data for all processes involved. Any firms believing that they can provide the materials may submit a written response to be received no later than 15 days after the date of publication of this notice. It must clearly show the firm's ability to be responsive without compromising the quality, accuracy or reliability of the product without causing programmatic hardship. All responsible sources may submit a proposal which shall be considered by the agency. Award is anticipated on or about 20 March 2008. Notes 22 and 26 apply.
