Description

The U.S. Fish and Wildlife Service (FWS) intends to issue a Request for Offer to the firm identified as VISTA Training located in Waterford, WI. VISTA Training developed and delivered equipment operator training throughout the FWS with eleven self-study, pre-course computer based training (CBT) modules and also eleven refresher courses. Additionally, eleven VISTA-developed instructor kits are being used by FWS personnel to deliver classroom and hands-on equipment operator training. FWS purchased several copies of the VISTA Transportation Construction Equipment (TCE) instructor kit, effectively adding a twelfth classroom and hands-on course. The FWS needs a computer based training version of the TCE to run on its on-line learning system. The new CBT will maintain the look and feel of the existing CBTs. Given the uniqueness of the topic, FWS can use this same new CBT as a part of the existing self-study refresher program. Since VISTA Training initially developed the format and compliance criteria for the prior programs, the amount of time required to develop the CBT to meet the learning management systems standards would be greatly reduced due to their pre-existing knowledge of the programming format resulting in savings to the government. Additionally, VISTA is the only company that produces a transportation/load securement video and instructor material that meets FWS standards for field operations. This CBT would meet FWS policy requirements for load securement training. This is a sole source contract with a one-time fixed fee.
