Description
"The U.S. Army Joint Munitions & Lethality Life Cycle Management Command (JM&L LCMC) Acquisition Center is seeking proven developers and manufactures with extensive experience and facilities in place to upgrade the current configuration of the M4 Selectable Lightweight Attack Munition (SLAM) to its improved version, the M4E1. It is estimated that approximately 7,000 munitions will be upgraded. The M4E1 SLAM includes magnetic and Passive Infrared sensors, munition controls, electronic packaging, and warhead currently being developed and tested by ATK Ordnance and Ground System, LLC. The offeror shall assure that their configuration of the M4E1 meets requirements of the M4E1 Performance Requirement Document (PRD) marked Distribution D, limit to DoD Agencies and DoD Qualified US Ordnance Contractors. It is estimated that a two year effort will be required to include removing the warhead assemblies from the Government owned M4 munitions, fabricating the M4E1 Base and Cover (B&C) Assemblies, proving that the B&C Assemblies meet requirements of the PRD, installing the removed M4 warheads onto the B&C Assemblies and proving that the M4E1 munitions meet requirements of the PRD. Capability must include experience and facilities for development, laboratory and field-testing, including infrared and magnetic signature testing, failure analysis, and fabrication of the electronic and mechanical assemblies similar to the M4 SLAM. The offeror must have facilities to store the High Explosive (HE) explosive. Some of the information related to the infrared and magnetic sensors is classified ???Secret???. Therefore the offeror must provide evidence that they have necessary facilities to store secret information and key individuals must posses ???Secret??? security clearance. Respondents should address their ability to perform prototype development and fabrication, laboratory and field-testing, failure analyses of electronic and mechanical assemblies containing explosives, manufacturing and assembly operations; quality control, store parts and explosives; and to perform Load Assemble and Pack (LAP) operations. Provide descriptive literature to substantiate your ability to meet all of the above requirements. Information being submitted should include your organization name/address/point of contact identification, capabilities, facilities, successful experience in developing, testing and producing munitions, inspection capability, size standard and provide cage code of your facility. Current M4 SLAM was developed by Alliant Techsystems, LLC and than produced by Alliant Precision Fuze Company, LLC. All responding sources must submit their responses no later than 04 February 2008 to JM&L LCMC, ATTN: AMSTA-AQ-APE, Bldg. 9, Matt Endrizzi, Contract Specialist, Picatinny Arsenal, NJ 07806-5000. Responses can also be submitted by email to matt.endrizzi@us.army.mil. It should be noted that telephone replies will not be accepted. All information is to be submitted at no cost or obligation to the U.S. Government and will be held in confidential status. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. This market survey is for information and planning purposes only and does not constitute a Request for Proposal (RFP), solicitation, or as an obligation on the part of the U.S. Government. This is not to be construed as a commitment by the U.S. Government. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. The DD Form 2345 can be obtained at: www.dlis.dla.mil/jcp. At the top of the website page, open Library on the blue bar. Scroll down to the Other forms section on the page and double click on DD Form 2345. To obtain the AMSTA-AR Form 1350, Technical Data Questionnaire, contact Matthew Endrizzi. The above referenced PRD will not be released until a signed and approved DD Form 2345 is received along with the AMSTA-AR 1350.
