- The Aviation Applied Technology Directorate (AATD), U.S. Army Research, Development, and Engineering Command intends to award on a non-competitive basis to BAE Systems, located at 130 DW Highway, Merrimack, NH 03054, a non-commercial, research a nd development contract for the integration of Visual Acquisition Disruptor/Laser Obstacle Avoidance (VAD/LOAS) into the Distributed Aperture Infrared Countermeasures (DAIRCM) system for intended use in Army aviation systems. This acquisition will be proc ured in accordance with 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. No solicitation will be issued. Use of another source would substantially duplicate $12 million and over two years of effort the Government has invested in the DAIRCM system that would not likely be recovered through competition. The DAIRCM system elements (the baseline system) are currently in development at BAE Systems (multi-band la ser, beam switch technology, beam collimator) under a Navy contract with Army support. The integration effort will add VAD/LOAS to the existing DAIRCM multiband laser distribution system to provide multispectral capabilities at a lighter weight and lower cost than stand-alone systems. Because of the complexity of the system and the current unavailability of a full technical data package since efforts under the Navy contract are on-going, any other source would have a substantial learning curve with a subs tantial risk of delay and duplication of cost. BAE Systems has expended over two years achieving the existing level of technical maturity of DAIRCM that is suitable for integration and is the only source that has extensive knowledge of this system to effi ciently and correctly integrate the new capability. Market research indicates that no other known source has a system that is technically mature enough to integrate with VAD/LOAS or has the required knowledge of DAIRCM that would allow production and int egration of an equivalent capability in the timeframe or funding available. The overall period of performance for this contract is 42 months. The North American Industry Classification System (NAICS) is 541712.
