- MARKET SURVEY/REQUEST FOR INFORMATION TURBO-PROP AIRCRAFT AND INTEGRATED PROCEDURES TRAINERS The Federal Aviation Administration (FAA) Acquisition Management Branch, Central Service Area, ASW-52 is conducting a Market Survey/Request for Information to allow comments from industry on DRAFT solicitation documents that may result in the procurement of up to nine (9) twin-engine Turboprop Aircraft and three (3) Integrated Procedures Trainers. This announcement is not a Screening Information Request (SIR) or a Request for Proposal (RFP) of any kind. Further, the FAA is not seeking or accepting unsolicited proposals. The FAA anticipates this requirement will be solicited using full and open competition procedures, on a competition basis resulting in award of a Firm Fixed Price contract. All interested parties are advised that the FAA will not pay for any information or administrative costs incurred in association with response to this Request for Information. Any costs associated with Request for Information submissions will be solely at the interested party's expense. The anticipated NAICS code for this requirement is 336411: Aircraft Manufacturers, with a small business size standard of 1,500 employees. Response to this Market Survey/Request For Information: Any information or comments provided in response to this market survey is for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. No evaluation of vendors will occur and vendor participation in any informational session is not a promise of future business with the FAA. DRAFT copies of the Screening Information Request (SIR), Technical Evaluation Plan, Trade-In Aircraft Return Conditions, Past Performance Questionnaire, and Statistics on Trade-In Aircraft are provided for review and comment. Provide responses (one response per company) on company letterhead. Responses must be received no later than 3:00 P.M., Central Time on January 25, 2008. No type font less than 12 point may be used. Responses must be less than 20 pages in length. The FAA prefers that all submittals, including attachments, be submitted electronically to the following email address: Jeffrey.adkins@faa.gov. Please submit documents as MS Word files if possible. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
