Description
The Federal Bureau of Prisons (BOP) is seeking proposals from qualified individuals to provide technical support services relating to the on-site installation, on-site trouble shooting, and on and off-site support of the newly developed Trust Fund Limited Inmate Communications System (TRULINCS) at BOP institutions throughout the nation (over 100 different sites). The Trust Fund Branch has developed a program which is used by inmates to communicate via limited messaging access to the public at each individual Federal Correctional Institution (FCI). Contractor(s) will be required to travel to various FCI?s throughout the United States, as well as the BOP Central Office and BOP subcontractor sites. As installation of the TRULINCS program is being completed at each individual institution, the Contractor(s) will be present to assist on-site staff in the transition process, familiarizing them with the nuances of the new program and ensuring that all inmate related functions perform without incident of the new program. The Government anticipates making multiple awards. Awards will be firm fixed price Indefinite Delivery/Indefinite Quantity (ID/IQ) type contracts, with a guaranteed minimum of 1 TRULINCS implementation and an estimated maximum of 24 TRULINCS implementations per contract period. This requirement is being solicited as a 12-month base, with four 1-year Option periods to be exercised as required by the Government. Demonstration of technical ability and Past Performance will be paramount factors for award. It is expected that the solicitation will be available on or about March 01, 2008 and will be distributed solely through the General Services Administrations Federal Business Opportunities website at www.fedbizopps.gov. All future information concerning this acquisition, including solicitation amendments, will be distributed solely through this website. Interested parties are responsible for monitoring this site to ensure you have the most up-to-date information about this acquisition. Hard copies of the solicitation will not be available. The website provides all downloading instructions to obtain a copy of the solicitation. All contractors doing business with the Federal Government shall be registered in the Central Contractor Registration (CCR) database. Failure to satisfy this requirement will result in an immediate exclusion from any award consideration. The website for registration is www.ccr.gov. In addition, interested parties must also be registered and complete the On-Line Representations and Certifications Application (ORCA). This requirement is a 100% small business set-aside. Faith-Based and Community-Based Organizations have the right to submit offers/bids equally with other organizations for contracts for which they are eligible.
