Description
PRE-SOLICATION NOTICE. The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, Maryland, Naval Test Wing Atlantic (NTWL) and Naval Test Wing Pacific (NTWP) of the Naval Air Systems Command (NAVAIR), is seeking all firms capable of providing aircrew services, engineering, technical services, independent analysis, and technical support related to air vehicles. Based on a review of industry response, the Government will decide whether it is appropriate to compete this requirement as full and open competition or consider a sole source requirement to Wyle Laboratories, 44417 Pecan Ct, California, MD 20619-3272. THIS IS NOT A REQUEST FOR PROPOSALS. It is a market research tool being used solely to determine the availability and an adequate number of potential sources before determining the method of acquisition. An award is anticipated no later than 1 April 2008. The period of performance will be for a base year plus four one-year options, for a total of five years of performance from date of award. A performance based statement of work will be used and a copy is available upon request. The appropriate NAICS is 541330, and the size standard is $4.5 million. These services are currently being performed by Wyle Laboratories. The Government is not obligated to, nor will it, pay for any information received from potential sources in response to this notice. Required tasking for this effort may include, but is not necessarily limited to, the following: 1?Flight Crew Support including conducting Category A and B (definitions appear in OPNAVINST 3710.7 series ? Naval Air Training and Procedures Standardizations (NATOPS) General Flight and Operating Instructions) flying and weapon system operation, flight test engineering, navigation, flight technical support, and project specialized support in fixed wing, rotary wing, unmanned and lighter-than-air air vehicles systems types: P3, S-3, A-37, T-2, T-34, T-37, T-39, T-44, E-2, E-6, HU-25, EC/KC/C-130, C-2, C-9, C-20, C-26, C-35, C-40, C-135, UC-12, B-707 and Naval Airships. In addition, the contractor shall participate in evaluations of flight simulation devices for air vehicles. Category A/B aircrew conduct mission preflight planning, in-flight system operation and data collection, analysis of flight test data, coordination of test data gathering, and preparation of test plans and test progress reporting. 2?Air Refueling Flight Scheduling to include compiling monthly, weekly, and daily flight schedules, coordinating aircraft schedules, providing scheduling support to coordinate aircraft availability to facilitate maintenance, modifications, and equipment installation/removal; and 3?NATOPS Program Support, including entering/verifying flight statistics and data for flight personnel qualifications, maintaining NATOPS publications inventory, scheduling aviation physiology training for all military, civil service, and contractor personnel, and distributing Naval message traffic and safety hazard reports. NOTE: A DD254, Contract Security Classification Specification, shall be applicable to this requirement. The current level of classification has been identified as TOP SECRET facility and NONE for safeguarding. Location of performance will be approximately 90% at Patuxent River, Maryland, and 10% at the contractor facility. Interested organizations are requested to submit a brief capabilities statement package (no more than 25 pages in length, single-spaced, 12-point font minimum) demonstrating their ability to perform the above services. This document shall contain, as a minimum, 1?prior/current corporate experience in performing efforts of similar size/scope within the last three years, including the contract number, organization supported, indication of whether a prime or subcontractor, contract value, point of contact and current telephone number, and a brief description of how the contract referenced relates to the services described herein; 2?company profile to include number of employees, annual revenue history, office location(s), DUNS number, CAGE Code; 3?management approach to staffing this effort with qualified personnel that should address current hires that would be available for assignment to this effort, possible subcontract/teaming arrangements, and strategy for recruiting and retaining qualified personnel; and 4?a statement regarding capability to obtain the required industrial security clearance. NOTE: DFARS 252.204-7004 Alternate A, Required Central Contractor Registration, applies to all solicitations issued on/after 6/1/98. Lack of registration in the CCR database will make an offeror ineligible for award. Please ensure compliance with this registration when submitting your statement. Furthermore, the contractor awardee shall be required to self-register at https://wawf.eb.mil to ensure compliance and utilization of Wide Area Workflow (WAWF). 52.204-8 requires that each offeror complete the annual representations and certifications electronically via the Online Representations and Certifications Application (ORCA) website at http://www.bpn.gov. Each offeror shall include a completed copy of the provision at FAR 52.212-3, including Alt 1, Offeror Representations and Certifications ? Commercial Items (May 2004) with its quote including DFARS 252.212-7000 Offeror Representations and Certification ? Commercial Items (NOV 1995) if applicable.
