- This is a combined Synopsis/Solicitation for commercial items prepared per format in subpart part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only soliciation; quotes are being requested and a written solicitation will not be issued. The Soliciation number M20364-08-Q-0005 is issued as a Request for Quotation (RFQ). This solicitation is 100% set-aside for all qualified small businesses the solicitation document and incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular 05-05. The purpose of this solicitation is to procure the commercial items listed below, in support of Chemical and Biological Incident response Force stationed in Indian Head, MD. This requirement is for a firm fixed price contract. To be in accordance with the following specifications: The requirement is to train all corpsmen and at least IRF Marines assigned to Rescue to the EMT-B level. EMT training is requested to include 3 full weeks of training to specify: -The EMT Basic program shall provide general instruction in all human body systems and initial basic life support management for a wide range of medical conditions. Components of this course shall include: Unit 1 Preparatory Well-Being of the EMT, Medical-Legal and Ethical issues, an overview of the human body, lifting and moving patients. Unit 2 Airway Management and Ventilation BLS Airway management, oxygen therapy, airway adjuncts, and suctioning. Unit 3 Patient Assessment Initial, Focused - Trauma, Focused - Medical, Detailed, and On-Going assessments. Communications and documentation. Unit 4 Medical Emergencies Respiratory, cardiac, altered mental status, environmental, behavioral, poisoning, allergy, childbirth and GYN related emergencies. Unit 5 Trauma Emergencies Bleeding, shock, soft tissue injuries, musculoskeletal injuries, head, spine chest and abdominal injuries. Unit 6 Special Considerations Emergency care specific to Pediatric and Geriatric patients. Unit 7 Ambulance Operations General EMS operations, gaining access to patients, hazardous materials recognition, and multiple casualty incident management Three weeks of lectures, practical training, and testing, followed by one week of experience in a local ambulance. A total of 72 students, 25 per class. In addition, 30 students to a refresher's course. The first class is requested to start the 4th of Feburary of 2008. The following courses shall be given at a later time to the prospective contractor, if award is given to such. Prospective contractor shall: Provide all training aids and consumables and literature, process all examination and testing for certification, and schedule all ambulance riding experience on ambulances. Evaluation: The Government will award a contract resulting from this soliciation to the responsible offeror whose offer conforming to the solicitation. The Government will make and award to the lowest price, technically acceptable offer. Quotations will be evaluated in an efficient and minimally burdensome fashion, and acceptable quotes may be comparatively evaluated pursuant to FAR 13.106-2(b). The quotation selected for award shall be incorporated into the resulting contract award document.
