- Statement of Work Professional Engineering Services and Technical Support To US Army Research, Development & Engineering Command (RDECOM) Systems of Systems Integration (SOSI) Office 1.0 GENERAL. 1.1 BACKGROUND. The Rese arch, Development, and Engineering Command (RDECOM) was established on 1 October 2003. Within this command is the Systems of Systems Integration (SOSI) office, which is responsible for the management and integration of Research, Development, Testing and E ngineering (RDTE) programs for RDECOM. In this capacity, the SOSI office is responsible for a full range of analytical and integrating functions with respect to technology development programs and systems. The SOSI staff maintains liaison with the acquis ition community; with other Department of the Army headquarters staff (HQDA); with staff agencies from the Office of the Secretary of Defense (OSD); and with all of the Armys Research, Development and Engineering Centers and Labs. Contractor personnel ar e necessary to support the SOSI office in the areas of technical services, systems engineering, analytical assessments, and software evaluation and implementation. 1.2 SCOPE. The objective of this contract action, as defined in the Statement of Work (SOW) is to obtain program management, program assessment, requirements analysis, product development, training, systems engineering, product test and evaluation, functional and technical software integration, product integration, configuration man agement, and administrative personnel support for the Research Development and Engineering (RDE) Business Operations Division and the Enterprise Capabilities Directorate within the RDE Command SOSI office. The objective includes activities such as: " Im plementing/enhancing a tool that will manage the Army Science and Technology (S&T) Program Lifecycle Database including development and enhancement of a software tool which would integrate project programming, budgeting, and execution of all S&T products a nd RD&E services as a single portfolio which would provide command-wide visibility into S&T business processes. " Implementing/enhancing a management tool to enable organizations to better fulfill their mission in the management of their Army S&T Progra ms throughout their lifecycle (development, production, fielding, recapitalization, and disposal). " Enabling proactive decision-making within known decision cycles. " Providing management and others enhanced accessibility and visibility of all Army S&T information including improving the ability to collaborate with and expedite the delivery of technical capabilities information to the warfighter. " Developing management plans and tools to improve inter- and intra- agency relationships across RDEC OMs Centers and Labs. " Identifying and documenting S&T program requirements. Propose possible areas of increased system-of-system integration and issue resolutions. " Integrating requirements into program implementation tasks and providing support in coordinating communications for key Army offices and programs such as Assistant Secretary of Army for Acquisition, Logistics & Technology ASA (ALT), Army Capabilities Integration Center (ARCIC), Science and Technology Enterprise Management (STEM) and the Modeling Architecture for Technology, Research and Experimentation (MATREX) programs. " Review all RDT&E programs and available/emerging technologies including Commercial and Government off-the-shelf (COTS & GOTS). Propose areas where programs and products can efficiently merge to provide the Army with the highest quality and time effective solutions. NOTE* PROPOSAL RESPONSE DATE FOR THIS PROCUREMENT WILL BE GOVERNED BY THE SOLICITATION. IT IS ANTICIPATED THAT THE SOLICITATION WILL BE POSTED WITHIN 30 DAYS OF THIS ANNOUNCEMENT.
