Description
The Contracting Center of Excellence (CCE) on behalf of the Department of Army, Office of the Chief Public Affairs, intends to award a sole source contract to L-3 Communications/MPRI , for procurement of Strategic Communication Support Services, as a bridge contract for 60 days with a further 60 days (two-60 day option periods). Period of performance will start on 01 Feb 2008. The Army must clearly communicate complex messages to many diverse audiences on a wide range of topics. Effectively communica ting about sustaining, preparing, resetting and transforming the Army during an era of persistent conflict is absolutely essential to obtaining the resources required to support Soldiers and Families. This bridge contract is essential to maintaining the c ontinuity and quality of critical ongoing projects. Any change in contractor at this point will result in loss of productivity and unacceptable quality of the finished products currently under revision and publication. Duplication of efforts and time to bring a new contractor up to speed will result in missed milestones for delivery of key products to the Army and Congress. An example is the Army Posture Statement, which must be delivered in early February for Congressional budget testimony by the Secret ary of the Army and Chief of Staff. The current contractor is fully engaged in meeting current short-term critical project milestones, and awarding this bridge contract to another contractor will jeopardize completion of those projects and create the ris k of mission failure. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source. This notice of intent is not a request for competitive proposals. However, the Government will consider all capability statements received by 15 Jan 2008, 9:00 am. A determination by the Government not to compete this proposed contract upon review of the responses to this notice is solely within the discretion of the Government. See note 22.
