- Description
- The Department of Energy (DOE) is pursuing a sole source contract with Palmieri Consulting for support services under FAR 6.302-1, One Responsible Source. The contract proposed period of performance is 2/11/08 ??? 8/31/08. The work areas that the contractor are responsible to perform include independent review and analysis of the Office of Nuclear Energy (NE) budgets to recommend enhancements that better articulate the NE national perspective and its mission and ensure the overall integration of programs, policies, and budgets. The contractor will assist federal staff in identifying and implementing strategies for application in the development of programs and budgets that best accomplish the missions of the office. Methods to assess the impact of changes in budget assumptions on program plans will be developed by the contractor. Support to federal staff by providing expert advice in the development of position papers on projects, funding, funding options, business cases, and comparative studies related to energy supply and nuclear fuel cycle facilities and systems will be required of the contractor. The contractor will supply support to federal staff in market analysis tasks, estimating costs for complex, multi-party programs, and provide expert advice and guidance concerning the global marketplace. Advice and assistance to senior management in NE on a broad range of policy and fiscal issues related to budget formulation and execution is also required. The value of this effort is estimated to be $100,000. The statutory authority for permitting other than full and open competition for this modification is Section 303[c][1] of the Federal Property and Administrative Services Act of 1949, as amended by the Competition in Contracting Act, 10 USC 2304[c][1], and implemented by FAR 6.302-1[a][2][ii][B], which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements; and when it is likely that an award to any other source may result in unacceptable delays in fulfilling the agency???s requirements. Palmieri Consulting has the specialized personnel, who are familiar with the program. The North American Industry Classification System (NAIC) Code for this requirement is 541612. ***See Numbered Note 22. Commercial firms who believe they have a superior solution to DOE???s proposed award to the Palmieri Consulting must respond in writing to the Contracting Officer. The written response must include a general technical proposal for performing the services mentioned in this announcement, past performance client information for similar work, resumes of individuals who would be potentially assigned to the work and a rational why the your firm???s solution would be in the Government???s best interest.
