Description
ANNOUNCEMENT South Entry Control Point (ECP) and Truck Lane Bypass Road LSA Anaconda Iraq The U.S. Army Corps of Engineers, Transatlantic Programs Center (TAC) has a competitive requirement for one firm fixed price contract to build the Sou th Entry Control Point and Truck Lane Bypass Road at LSA Anaconda Iraq. This solicitation will result in one contract award. The price range is between $5,000,000 and $10,000,000. The project consists of Design-Build of the South Entry Control Po int to include Convoy and Vehicle Processing Facility to include concrete under-vehicle search pits, convoy search for 20-25 vehicles, staging lanes, emergency vehicle response access pavements, hardstand and utilities for scanning equipment. Supporting fa cilities include generators and utilities, communication support, paving, parking, and other site improvements. Force protection includes facilities with concrete reinforced walls, ballistic laminated windows and doors, over watch facility, hardened Check point Shelters, Command Center, active and passive barriers, test fire pit area, badging office for personnel scanning, detention area. Project also requires construction of a truck two-lane bypass road consisting of reinforced pavement, or concrete paveme nt access lane, site improvements, and parking. Force protection includes T-barriers and other barrier type elements. You will be informed when and where you may obtain a copy of the solicitation documents as well as details on the site visit, tenta tively planned for 30 January 2008 at LSA Anaconda, near Balad, Iraq. This pre-solicitation notice is issued in conjunction with pre-solicitation notices for W912ER-08-R-0021  NORTH ECP. Expressing interest in one of them will cause you to be noti fied when the solicitation documents are released for both of the solicitations. Funds are not currently available for this requirement. This project will be issued Subject to Availability of Funding. Cancellation with no obligation  Note to offerors: The Government reserves the right to cancel any or all of the solicitation(s), either before or after the proposal opening with no obligation to the offeror by the Government. CONTRACT PROCEDURES: Both a price proposal and a technical proposal will be required. Evaluation factors will include, at a minimum, price, past performance, management. Request for Proposal (RFP) will be issued to prime contractors responding to this notice. Tentative date for issuance of RFP is 22 January 20 08. Tentative date for receipt of proposals is 21 February 2008. Tentative contract award date is 25 March 2008. Contract award will be made on a best value basis with a firm fixed-price contract. Anticipated contract duration is 240 calendar days.
