Description
Science and Technology (S&T) is initiating the second Rapid Technology Application Program BAA to meet the expressed rapid technology development needs of emergency responders and internal DHS customers. The RTAP will facilitate a number of S&T?s goals, including: Fulfilling the expressed needs of emergency responders and internal DHS customers for rapid prototype technology developments; and Producing advanced technology prototypes 6-18 months after award of contracts. In this solicitation, S&T is soliciting white papers and proposals for the rapid prototyping of systems in the following specific technical field: Communications: Satellite Blue Force Tracking (BFT); and Maritime Safety: Passenger Ship Mass Evacuation System To achieve the program goals, this Broad Agency Announcement (BAA) calls for rapid development of technologies in the topic listed above. Offerors are invited to prepare proposals to address the topic described in greater detail, but should submit a separate proposal for the topic addressing only one proposed approach or concept. Further details on multiple submissions are provided in Section IV of the BAA. Prototype Performance Goals: The performance targets, cost of ownership, and prototype characteristic goals the Government seeks to achieve are very ambitious. For a white paper or proposal to be considered responsive, the proposed prototype must meet all required goals and meet as many of the desired goals listed in the topic description as possible. Important Dates and Times: White Paper Due Date is 12/20/2007 NLT 4:30 PM Eastern Standard Time. Notification of Evaluation of White Papers will be made on 1/22/2008. Full Proposal Due Date is 02/15/2008 NLT 4:30 PM Eastern Standard Time. (IMPORTANT: A Full Proposal will not be accepted unless a White Paper was received before the White Paper due date specified herein AND the Offeror was encouraged to submit a Full Proposal.) Notification of Evaluation of Full Proposals/Recommendation for Award will be made on 3/27/2008. NOTE: There is a registration process (see Section IV of the BAA). A Prospective Offeror must ensure that it will allow itself sufficient time to complete the registration and submission process. NOTE: THIS NOTICE MAY HAVE POSTED ON FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (09-NOV-2007).
