- REQUEST FOR QUOTATION DESCRIPTION: Expert's Examination and Evaluation of Water Tank & Coating, Bldg 2200 Ramstein Air Base, Project # L5031. The Department of the Air Force, USAFE, 435 ABW / 700th Contracting Squadron / LGCC has a requirement for a non-personal service as follows: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. In order to be considered for a contract award, all quotes must be received NO LATER THAN (NLT) 1400 HOURS (LOCAL GERMANY TIME), FRIDAY, 10 AUG 2007. (1) Please provide a Firm Fixed Price quote with FOB destination pricing. Responses and questions shall be directed in writing, using the English language, to the following address via email (preferred method), fax or postal service. (2) REQUIREMENT: Non-Personal Services to provide all labor, material, and transportation necessary to perform a technical investigation, finding and possible solution for renovation of the underground water tank plant #2, Bldg 2200, Ramstein Air Base Germany. (4) This information may be used for market research on future requirements and is not in any form, a guarantee of receiving a contact award. (5) All quotes must be submitted in the English language to be considered for contract award. (6) All vendors must have a DUNS number, a CAGE code, and be registered with the Central Contract Registration (CCR) system, to be considered for contract award. (7) Award will be made to the lowest priced offeror that conforms to the requirements described within this combined synopsis/solicitation and the work description. WORK DESCRIPTION: (I) General Description: A study shall be made for the drinking water tank at building # 2200, RAB. The condition of the current coating shall be examined, and possible repair solutions of the coating for the tank shall be compared as to their feasibility / efficiency, and a solution shall be recommended. (II) Location: The building is located on RAB and can be reached on paved roads. (III) Applicable Publications: The technical information contained in the VOB, Part C, edition 2006, is applicable, as well as any wording in each DIN referring to either Part A or B of the VOB. (a) German Regulations: (1) DIN 1988 Drinking water supply systems; general (DVGW code of practice), (2)DIN 2000 Central Drinking water supply, (3) Construction of watertanks, basics and examples, DVGW Regulations, Technical Regulations, worksheet W311, (4) Regulations for protection and repair of structural members made of concrete, edition August 1990, DafStb, (5) Concrete and steel concrete, Design and construction, DIN 1045, July 1988. (b) American Regulations: (1) MIL-HDBK-1164, Operations and maintenance of water supply systems, (2) TI 814-01, Technical instructions water supply, (3) AFOSH 127-66 und EUDM 385-1-1, American Safety Instructions. (IV) The following procedure is recommended: (1) Expert's examination and evaluation of watertank coating; taking of concrete samples; and immediate professional re-sealing of points where samples were taken, so that tanks can be filled with drinking water again after 1-2 days (acc.to'Trinkwasserrichtlinien" Regulations on Drinking Water), (2) Recommendation of repair procedure, (3) Cost estimate for repair. The contractor shall contact all contact persons in order to discuss technical matters, obtain approvals for the planned actions, or fix dates and appointments. All actions / requests / statements shall be recorded in writing. For surveys, sample taking of concrete, etc. the contractor shall contact Mr Uwe Glaesel, 735 CES/CEOIW, Bldg 113, Tel.: 06371-47-6641. (V) Project Costs / Desing Scope to be met: (1) Available amount including reimbursement of administration costs and all incidentals/ancillaries, (2) No additional design funds will be made available by the US Forces for design services performed without being covered by the approved scope of funds. (VI) Deadlines: The percentile design progress shall be coordinated with the project engineer of the 435th CES/CECD. The contractor shall prepare a memo for record/meeting minutes for every single meeting and submit it within a week to the US-agency, in German and English, including a list of participants. (VII) Performance Period: 13 August 2007 through 24 August 2007 (Information/Order 13 August 2007 5% Predesign Conference (TBD), 50% Concept (TBD), Time schedule (TBD), Listing of Costs for the Study (TBD), 85% Catalog of Measurements incl. Cost Estimate (TBD), 100% Revision, Incorporating of Comments 24 August 2007.
