Description
The US Army Corps of Engineers (USACE) and the Bonneville Power Administration (BPA) are considering a partnership with industry to develop a fish friendly turbine. The goal of the project is to employ the latest technologies in turbine design and a ssessment as a proof of concept to support fish friendly or environmental based designs. The resulting prototype turbine would be a replacement installed at the Corps' existing Ice Harbor power station replacing Ice Harbor Unit 2. We expect to issue a tw o phase contract: Phase I, interactive and iterative design in association with the Corps of Engineers through a negotiated cost plus fixed fee arrangement; and Phase II, a cost plus incentive fee arrangement for fabrication and delivery of a prototype, a nd technical engineering field support for installation of the prototype, which will be accomplished by a separate contract. The draft solicitation, No. W912EF-07-R-0004, has been posted on the FedTeDS website. Proposals are not solicited, and no award w ill be made as a result of the draft solicitation. The purpose of the draft is to elicit industry comment prior to the Governments issuance of a formal Request for Proposal. Comments about the draft solicitation should be received by February 15, 2008. The period of Feb 25-29, 2008 has been reserved for meetings with firms who wish to discuss the draft solicitation with the Government acquisition team. Meetings may be conducted by phone or in person at the Walla Walla District Corps of Engineers office at 201 N. Third Ave, Walla Walla, WA. If foreign nationals plan to attend a meeting, they must submit copies of their passports and visas, preferable in PDF format, to the security officer at the Walla Walla Corps of Engineers District Office.
