Description
The Sacramento District of the U.S. Army Corps of Engineers has an upcoming project for the repair and renovation of a drinking water treatment plant, with an estimated magnitude of $1,000,000 to $5,000,000. The NAICS code for this project is 23711 0, with a Small Business Administration size standard of $31,000,000. This announcement serves only as a market survey/sources sought in order to determine the availability of small business concerns. PROPOSALS ARE NOT BEING REQUESTED AT THIS TIME. Resp onses are being sought from qualified 8(a), HUBZone and Service Disabled Veteran Owned small business concerns possessing the technical expertise and bonding capability to execute the work requirements The required work elements include, but may not be li mited to: 1 ) installation of approximately 450 linear feet of 54-inch diameter steel pipeline including butterfly valve systems, bonding of joints, excavation, dewatering, shoring, backfill, compaction, and replacement of paving; 2) construction of new bu tterfly valve systems, access manways, and joint bonding on existing steel pipelines; 3) construction of cathodic protection system for corrosion control on new and existing steel pipelines; 4) demolition, concrete forming and placement, and installation o f metal supports and other features; and 5) re-lining existing steel pipeline. Some blasting will be required in extremely sensitive areas. Work performance will require tunneling under existing operational facilities, as well as working within both conf ined space and close quarters. ALL WORK WILL BE PERFORMED WHILE THE PLANT CONTINUES NORMAL OPERATIONS. Interested contractors must submit the following: 1) verifiable experience, in the form of previous project summaries, of performing repairs/renovatio ns of a water treatment plant while maintaining the plants continued production operations; 2) proof of bonding capacity of at least $4,000,000 (evidence must be provided by a letter from the contractors surety); and 3) How you will manage work in accord ance with FAR 52.219-14(b)(3), Limitation on Sub-Contracting: General Construction. The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials.
