Description
W911S6-08-T-0009 Service Contract for Compressed Air and Air Dryer System This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6 of the FAR (Federal Acquisition Regulation) as supplemented with additional information included in this notice. This announcement constitutes the only solicitation requested and a written solicitation will not be issued. U.S. Army Dugway Proving Ground, Directorate of Contracting is contemplating t he procurement of a Service Contract w/ the following CLINS: This requirement is subject to the availability of funds as set forth in FAR 52.232-18. 0001 One Year of Service for the Joint Ambient Breeze Tunnel (JABT) Compressed Air and Air Dryer System. Period of Performance March 3, 2008  February 27, 2009: Selected Bidder/Contractor shall perform a minimum of 4 maintenance services per year. The maximum Mean Time Between (MTB) maintenance services shall be 90 days. All work perf ormed on the compressed air and dryer system must comply with manufacturer specifications. System involved consists of two main air handling/conditioning units: Quincy Air Compressor: Information and specifications for this unit can be found in Manual Number 55002-CB, October 1998 Edition produced by Quincy Air Compressors. Contractor shall perform, at a minimum, the following checks and services on the air compressor when conducting the scheduled maintenance and service: 1. Inspect all gauges and indicators for normal operation and proper read out. 2. Check all fluid levels and ensure that all levels are at the proper operating levels. 3. Check for fluid leaks and report any identified leaks with a cost estimates to repair to the POC. 4. Operate system and check for unusual noise or vibration. 5. Drain water from air/fluid reservoir and inspect reservoir. 6. Service and inspect air filter and replace as needed 7. Clean and in spect aftercooler and fluid cooler fins and housing. 8. Wipe entire unit down to maintain appearance. 9. Take fluid sample when required and perform a lubricant analysis on the sample and change fluid as required. 10. Inspect and change fluid fi lter as needed. 11. Go over unit and check all bolts for tightness and retighten as required. 12. Inspect and change air/fluid separator as needed. 13. Inspect air filter housing and change air filter. 14. Inspect and lubricate motors. 15. C heck safety shutdown system for proper operation. 16. Inspect relief valve for damage and test pressure relief valve for proper operation. Hankison Air Dryer: Specifications on the Hankison refrigerated type compressed air dryer can be found in t he Instruction Manual for Models: HPRP 600 through 750a. The contractor shall perform, at a minimum, the following checks and services on the air dryer system when conducting the scheduled maintenance and service: 1. Inspect condenser coil and cle an as required. 2. Inspect moisture separator for operation and damage, replace filter element when pressure drop across dryer is excessive or annually. 3. Inspect separator for damage and to ensure that the system is draining properly 4. Blow down separator 5. Inspect drain mechanism clean and service as needed and rebuild annually 6. Inspect all air valves in the air system and repair as needed. This requirement shall also include a 24 hour callout provision for emergency repair. The contractor must respond within 24 hours after being called to Dugway Proving Grounds, Dugway, Utah by the Govt's Contracting Officer Representative (COR) or Contracting Administration Officer. All costs required to repair the JABT System to full func tionality that are not part of the maintenance service work shall be submitted to the COR along with a failure analysis and a complete fully burdened cost etim ate. Emergency repair described in this CLIN and not described as maintenance shall be contracted as a seperate requirement.
