Description
An RFP will be issued for the continued Operation of the New Haven Job Corps Center, in New Haven, Connecticut. Job Corps is a national residential and non-residential training and employment program, Outreach/Admissions and Career Transition Services administered by the U.S. Department of Labor. It is aimed at addressing the multiple barriers to employment, which are faced by disadvantaged youth, ages 16-24 years, throughout the United States. It is anticipated that the resultant contract will provide Center Operations. The contract will have a 2-year base period, December 1, 2008 through November 30, 2010, plus three (3) governmental unilateral renewal options of one (1) year each. The RFP will be available on or about January 7, 2008. It can be obtained from FedBizOps, http://www.fbo.gov/. The average capacity for the center is 200 youth of which _150_are residential (86 males and 64 females) and __50__ non-residential. This contract includes the administration of Outreach and Admissions and Career Transitional Services. The Outreach and Admissions contract goals for recruitment anticipate 190 males and 140 females will be enrolled. The Career Transitional Services contract goals anticipate 270 graduates and 46 former enrollees will be serviced. A Pre-proposal Conference and Site Visit are scheduled for January 25th, 2008 at 10:00 AM. (EST-local time) at the New Haven Job Corps Center. The Center is located at 455 Wintergreen Ave. New Haven, Connecticut 06515. The center?s telephone number is (203) 397-3775. Travel Directions to the center are as follows: Heading north or south on Route 15 take exit 60. At the end of the ramp head toward New Haven. Travel on Dixwell Avenue for two miles to Arch Street. Take a right on Arch Street. At the second traffic light turn left onto Fitch Street and go 0.6 miles. Turn right onto Wintergreen Avenue. Pass by the Army Reserve and Cemetery on the left to the fork in the road. Bear left at the fork. Travel about 100 feet to the next stop sign. Turn right. The New Haven Job Corps Center is on the right. It is HIGHLY recommended that potential Offerors download a complete copy of the RFP from the Website listed above, before attending the Pre-proposal conference and site visit. All potential attendees are required to register, in advance, with the contracting office running the procurement. Please mail a ?Notice of Intent to Attend New Haven Job Corps Center Pre-Procurement Conference? to: Binh Kha, U.S. Department of Labor, OASAM, 201 Varick Street, Room 815, New York, NY 10014. Note all ?Notices of Intent to Attend? should be received by this office no later than January 07, 2008. Attendees are required to stop in at the Visitor Center and go to the reception area to acquire a security pass and gain instructions as to where the conference will be held on Center. Please do not perform any unescorted tours of the Center. A formal tour will be provided as part of the conference. As the tour will likely last 1-2 hours, it is recommended that comfortable walking shoes be worn. All questions pertaining to this procurement shall be submitted in writing and in advance. Attendees should include a clear and concise list of questions to which they will want addressed at the conference. While all questions, and resultant answers, will be made public, the names of attendees and the source of the questions will not be disclosed publicly. Questions should be received by the contracting office no later than January 7, 2008. Lodging and subsistence are the responsibility of attendees. The successful contractor shall provide Outreach and Admissions, Career Transition Services, Academic and Vocational Training, operate Counseling & Residential Living programs, and provide the following support services; Health services, processing of Student Records, a Discipline System, Clothing Issuances, Mail and Legal services. The contractor shall also provide overall Center Management and Administration as follows; Contract and Personnel management, Staff training, Financial management, Procurement and Property management, Facility operations and maintenance, Security and Safety services, Community Relations and Public Information. Proposals in response to the RFP will consist of an Oral Presentation and a written submission as described in Section L of the RFP. All written proposal submissions shall be due no later than March 10, 2008__12:00 p.m. (local time) to the address listed in the RFP. Responses received after that date and time will not be considered. All responsible sources may submit a proposal, which shall be considered by the Agency. Submitted proposals will become the property of the United States Government. Unsuccessful and/or surplus proposals will not be returned and will be scheduled for destruction.
