- The Government intends to negotiate a competitive, Firm Fixed Price contract utilizing procedures in accordance with FAR part 13.5 (Clinger-Cohen), ?Test Program for Certain Commercial Items? (Clinger-Cohen), to provide maintenance services for the Access Control/IDS System at various locations as designated by the Public Safety Department, Security Division Naval Support Activity Mid South, Bldg 237, 5722 Integrity Drive, Millington, TN 38054. The purpose of these services is to provide access control for designated host and tenant activities assigned to the installation. They also provide an immediate response when security is breeched in spaces that require security surveillance through the IDS system 24 hours a day, 365 days year, (366 days during FY 2008). Once a trouble call is placed, the contractor has no more than 4-hours during normal working hours (0700 ? 1700 hours) to complete the service. For trouble calls made between the hours of 1700 and 0700, the service must be completed in no more than 6-hours. The anticipated locations where the maintenance services will take place are in approximately 18 host and tenant buildings. This is a follow-on contract to contract N68836-07-P-0068. The resulting contract will be for a base year and three (3) one-year option periods. This requirement will be advertised on a 100% small business set-aside basis. The NAICS code is 561621, SIC Code 7382, FSC 6350. A subsequent solicitation under Request for Quote number N00189-08-T-0079 will be issued. The Solicitation shall be issued on or about 11 January 2008. The contract resulting from this solicitation will be awarded to the responsible offerror whose offer, conforming to the solicitation, is determined to be most advantageous to the Government, price and other factors considered. The offeror?s proposal shall be in the form prescribed by the solicitation. In accordance with the provision 52.212-2, Evaluation ? Commercial Items, (Nov 2007), the quote will be evaluated based upon the following three factors: American Magnetics, Inc, AMAG, certification of the technicians, past performance and price. By submission of a quotation, the offeror acknowledges that a prospective awardee must be registered in the CCR database prior to award, during the performance, and through final payment of any contract resulting from this solicitation. Lack of registration in the CCR database will make an offeror ineligible for award. By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency.
