- The purpose of this notification is to provide questions and answers regarding the combined synopsis/solicitation DACS08Q2110. The response date for this posting remains unchanged. Question 1: Is this a full and open competition? NSF Response: Yes. Question 2: Is there an incumbent contractor currently performing this requirement? If so, may I please learn the name of the contractor and the contract number? NSF Response: The incumbent contractor is Audio-Video Web. The order number is D050602. Question 3: What is meant by an award of "12 months with 4, 12 months options"? Does it mean that the quote is for one year of service, and then we present a quote for 4 additional years as an option? Or do you mean that we should provide 4 different pricing alternatives for the same 1-year service? NSF Response: The base period of performance will begin on the day of award, which NSF expects to be in early January. The base period will last for 12 months. Following the base period, there will be four consecutive 12-month option periods for a maximum period of performance of sixty months under the authority of FAR Clause 52.217-9, Option to Extend Term of the Contract. Question 4: Can we submit a quote even if we are not currently on a GSA schedule? NSF Response: Yes, an offeror may submit a quote without being on GSA schedule. See the combined synopsis/solicitation for the requirements for the quotation. Also, please note that registration in the Central Contractor Registration (CCR) database is required for Government contractors. Question 5: Shall the system support live broadcasting? NSF Response: No, there is no requirement that the system support live broadcasting. Question 6: Is subcontracting allowed for this solicitation? NSF Response: The offeror may submit an offer that is most advantageous to the Government.
