- NAICS Code: 541910 The US EPA Office of Radiation and Indoor Air (ORIA) Indoor Environments Division, under the authority of the Federal Acquisition Rules (FAR) Part 13, Simplified Acquisition Procedures, intends to issue a sole source purchase order to the National Association of Homebuilders (NAHB) in order to obtain a report on radon-resistant construction practices used by home builders in the United States during the 2006 calendar year (01 January - 31 December 2006) and will require the Contractor to extract information from existing commercial surveys of home builders, conduct targeted focus groups, perform an analysis of the survey and focus group data, and develop a report of the results. ORIA seeks the cost-effective risk reduction to radon exposure by promoting the use of radon-resistant construction. Tracking of builder practices is an integral part of promoting radon-resistant construction. With data on the extent to which radon-resistant techniques are currently being used by builders and the types of builders that are more likely to voluntarily use radon-resistant construction, the EPA is able to assess action plans to reach the builders and make efforts more cost-effective. Furthermore, information garnered from qualitative analyses based on "literature searches" and focus groups IED will be able to refine its current voluntary outreach and education strategy complementing the strategy with effective messages, the most appropriate mediums to convey the messages, and identified tools and resources to help translate these messages into risk-reducing actions. Based on market research, the EPA believes that NAHB is the only source for this data, as the NAHB is the only association of home builders in the United States that conducts annually a survey regarding construction practices and is the only source of annually-collected nationwide data related to builder construction practices.
