- THIS SOURCES SOUGHT NOTICE IS AN ADVANCE NOTICE FOR INFORMATION, MARKET RESEARCH, AND PLANNING PURPOSES ONLY. NO SOLICITATION IS AVAILABLE AT THIS TIME. The information received will be used within the Navy to facilitate the decision making process and will not be disclosed outside of the agency. A decision will be made whether to issue the proposed solicitation as a competitive set-aside for 8(a) Small Businesses. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. Respondents will not be notified of the results of the evaluation. Naval Facilities Engineering Command is seeking U.S. Small Business Administration (SBA) certified 8(a) Small Business sources with current relevant experience, personnel, and capability to perform a Environmental Services and Technology Multiple Award Contract (EMAC). The period of performance would be a base period and four option periods. Anticipated contract type is Indefinite Delivery/Indefinite Quantity (IDIQ). The estimated value is approximately $6,000,000/year with a maximum contract value of $30,000,000. As a member of the Naval Facilities Engineering Command (NAVFAC) team, the Naval Facilities Engineering Service Center (NFESC), with headquarters located at Naval Base Ventura County in Port Hueneme, CA, provides worldwide support to the Navy, Marine Corps, and other federal agencies. NFESC provides innovative solutions to environmental challenges through engineering, design, construction, consultation, test and evaluation, technology demonstration/implementation, and program management support. NFESC leverages technology to enhance our clients' effectiveness and efficiency. NFESC uses existing solutions where possible, identifies and adapts breakthrough remedies when appropriate, and performs innovative environmental technology development when required. The Environmental Restoration division of NFESC is interested in procuring environmental engineering and incidental services in support of various Navy and Federal Government programs. NFESC environmental restoration branch has multi-disciplinary teams working with and supporting organizations within Navy and throughout the Federal Government. The majority of the work will be in support of Navy and Marine Corps organizations, however occasionally task orders will be in support of other federal agencies, or other business lines that request assistance from the environmental restoration branch, for example: other branches within NFESC; Air Force Center for Engineering and the Environment (AFCEE); Strategic Environmental Research & Development Program (SERDP); Environmental Security Technology Certification Program (ESTCP); and National Aeronautics and Space Administration (NASA). The types of services being sought include, but are not limited to, support for: 1. Innovative Environmental Solutions, for example: CERCLA/RCRA public participation support, Natural and cultural resources management, and National Environmental Policy Act (NEPA) support 2. Support for guiding and managing innovative environmental projects, for example: Cleanup approaches for contaminated sediments, Long-term monitoring strategies, Innovative sampling strategies, and Site characterization, data analysis, and data management utilizing the Triad approach and the Navy?s Installation Restoration Information System (NIRIS) 3. Environmental reporting and document preparation to include. Write reports, memoranda, letters and documentation such as streamlined record of decision (ROD), innovative environmental technology data sheets, user needs assessments, literature reviews. 4. Innovative environmental solutions outreach, to include: Support conference, classroom and symposium-based instructional needs; complementing public participation requirements. 5. Environmental program management support, to include: Develop manuals and program documents.
