- (I)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, the test program in FAR Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and written solicitation will not be issued. (II) This solicitation is issued under Request for Proposal (RFP) number VA263-08-RP-0024. All proposals shall reference the RFP number and shall be submitted by 4:00 P.M. central standard time (CST) on Jan 30, 2008. (III) This solicitation incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular FAC 2005-22 dated 23 Nov 2007. (IV) IAW Public Law PL 109-461 and 38 U.S.C. 8127, this acquisition is reserved as a 100% Veteran Owned Small Business set-aside. The North American Industry Classification System Code (NAICS) is 332311 with a size standard of 500. (V) COMMERCIAL ITEM DESCRIPTION: The Government intends to award a firm fixed price rental for a modular building to be located at the Veterans Affairs (VA) Central Iowa Healthcare System, 3600 30th St. Des Moines, IA 50310 as defined in Line Item 1. Line Item 1, Qty- 60, Unit of Issue- Month, Line Item Description- One story, rectangle, modular medical and dental building. (VI) A description of the requirements must be obtained by contacting R. Rausch, ph. 515-699-5449, renee.rausch@va.gov When requesting the document, the vendor must provide current contact information, such as a valid e-mail address, business address, fax number and phone number. (VII) Delivery Information- Shop drawings are required within two weeks of contract award. The building must be available for delivery 8 weeks after approved shop drawings. (VIII) The following provisions apply to this solicitation: FAR 52.212-1, Instructions to Offerors, Commercial (IX) 52.212-2, Evaluation-Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, past performance, price and technical factors considered. The following factors shall be used to evaluate offers; Technical, Past Performance and Price. Technical and past performance, when combined, are significantly more important than price. The offeror shall refer to the Description of Requirements described in paragraph (VI) for past performance submittal requirements. 52.212-3 (Alt 1), Offerors Representations and Certifications, Commercial Items (Offerors shall include a completed copy as part of their quote or a completed registration on the ORCA website (https://orca.bpn.gov/login.aspx)). (XI) FAR 52.212-4, Contract Terms and Conditions is incorporated by reference and applies to this acquisition with the following addendum: Commercial Items.
