- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Naval Surface Warfare Center, Crane Division requires a firm-fixed price, supply-type contract for the procurement of a Single Pole, Double-Throw Switch with Integrated Driver to be manufactured in accordance with a Government owned performance specification. The Government requires 1 each first article switch and 24 each production switches for a total of 25 switches. First article testing will be required for any contractor that has not previously, successfully completed first article testing of the same switch. If first article testing is required, the required delivery date of the first article switch is 80 days after receipt of contract. The Government will require 30 days to test the switch in the next higher assembly. Following successful completion of first article testing, the contractor will be authorized to begin production of the remaining 24 switches, which will be required within 90 days after passing first article testing. If first article testing is not required, the Government requires delivery of 25 switches within 120 days after contract award. Initial inspection will be at source by a representative of DCMA in accordance with the criteria set forth in the performance specification; final inspection and acceptance will be at destination within 30 days after receipt. Shipping is required F.O.B. destination. The Government intends to award to the responsible contractor on the basis of best value considering past performance and price with past performance being significantly more important than price. The requirement will be solicited on the basis of full and open competition. To be eligible for award, contractors must be registered in the Central Contractor Registry. The performance specification has been designated as ?Militarily Critical Technical Data.? Only businesses that have completed DD form 2345, and are certified in an active status under the Joint Certification Program will be authorized to receive the package. For information about the Joint Certification Program acces s the following website: http://www.dlis.dla.mil/jcp/ The solicitation will be available on or about 4 January 2008 at the following address: http://www.crane.navy.mil/acquisition/synopcom.htm All changes to the requirement that occur prior to the closing date will be posted as amendments to the Crane web site, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. No hard copies of the solicitation will be mailed.
