Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format found in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued. The Government intends to award a Base Year Indefinite Delivery, Indefinite Quantity Requirements Contract with Four (4) Option Periods which the Government may award in accordance with the terms of the resultant contract awarded following this solicitation. Contract award is anticipated to be approximately February 1, 2008, with contract period of performance beginning April 1, 2008 and running through September 30, 2008, with option to extend for four additional option periods beginning October 1 of each year. It is anticipated that Option periods will continue for approximately 12 months per extension, if exercised. The solicitation number for this request is 70181-8-R008 and the solicitation is being issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular (FAC 05-22) and Federal Acquisition Regulation (FAR). This is NOT a small business set-aside procurement. This requirement is being advertised under NAISC classification code: 424720. B.1 BASE BID ITEMS: Contractor shall provide Aviation Fuel (AvGas) as outlined in Section C of this solicitation. Contractor shall provide, as required and ordered by authorized Government Officials, or on an automatic keep-full basis, all materials, equipment, delivery, production, applicable excise taxes, and services required. Contract period shall include a Base Year Period with Four (4) One-Year Optional extension periods. In accordance with the specifications and provisions contained herein, services shall be provided on an as-needed basis based upon the following Bid Schedule: ALL BID LINE ITEM PRICES SHALL INCLUDE ALL INDIRECT AND DIRECT LABOR, OVERHEAD, GENERAL AND ADMINISTRATIVE EXPENSES, AND APPLICABLE PROFIT AND OVERHEAD. ___________________________________________________________________________________________ 001- BASE PERIOD: Gallons 1 to 100 Gallons 101 to 200 Gallons 201 to 1,000 A. Aviation Fuel (AvGas) Price per Gallon $_________ $________ $_______ **NOTE: Aviation Fuel price shall include Federal Excise tax. SCOPE OF WORK REQUIREMENTS: All fuel provided under the resultant contract shall be F.O.B. Destination within consignee's premises, delivered and pumped into multiple bulk fuel tanks at the U.S. Fish and Wildlife Service's (USFWS) Yukon Delta National Wildlife Refuge (NWR), and at multiple sites in or near to Bethel, Alaska as required. Yukon Delta National Wildlife Refuge has two facilities where fuel needs to be delivered in Bethel, Alaska. On location is at its hangar at the Bethel airport and the other at it's float plane facility at Hangar Lake approximately two miles east of Bethel. Fuel would be needed at the hangar tank approximately October through April of each year. The float plane facility operates annually from approximately May through September. The refuge is managed by the U. S. Fish and Wildlife Service an agency within the US Department of the Interior. The project entails delivery of aviation grade fuel (100 octane, low-lead) to either storage tanks or individual aircraft. Delivery to Hangar Lake will be to bulk tank only. Delivery to the airport may be bulk tank or individual aircraft. Fueling of aircraft should be completed within 30 minutes of placing of a telephone order. Tanks should be filled within the same day as the order is placed. Fuel should be delivered by fuel truck equipped with a electric or fuel powered pump. AVGAS: The following is the AVGAS Bulk Storage Tank Site: The Contractor shall provide automatic fill, on a keep-full basis, once per month or as needed for the AVGAS(Octane 100 Minimum). The AVGAS bulk fuel tank is located at 1. One 1,000 gallon tank located at the Bethel Alaska Airport, hangar Lake approximately 2 miles east of Bethel on Hangar Lake Road 2. Fuel required to be supplied by fuel truck with automatic dispensing capability to various aircraft located on the Bethel Airport Tarmac as orders for requirements are placed by Authorized government Officials to be named within the resultant contract from this solicitation. Fuel capacities for aircraft are as follows: a. Cessna 206 100gallons b. Aviat Husky 50 gallons c. Dehaviland Beaver 120 gallons PROVISIONS AND CLAUSES: The Provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The Provision found at FAR 52.216-02, Economic Price Adjustment shall be included in this solicitation to make changes for the cost of fuel increases or decreases. PROPOSAL EVALUATION CRITERIA: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Total Price Per Gallon for Avgas 2) Additional Rebates and Discounts for multiple Quantities; 3) Or any combination of these items resulting in the best overall value to the Government (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The Clause found at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The Clause found at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this solicitation. Contract award is estimated to be made within fifteen (5) days following proposal evaluation, on or about February 1, 2008. Contract award is anticipated to be approximately February 1, 2008, with contract period of performance beginning April 1, 2008 and running through September 30, 2008, with option to extend for four additional option periods beginning October 1. Each option extension, if exercised will continue for approximately 12 months per option period. The Government intends to award a Base Year Indefinite Delivery, Indefinite Quantity Contract with Four (4) Option Periods which the Government may award in accordance with the terms of the resultant contract.
