Acquisition Description Acquisition Description Acquisition Description: NOTICE OF INTENT TO AWARD SOLE SOURCE, Contracting Office: Department of the Air Force, Air Force Material Command, Electronic Systems Center, Headquarters 754th Electronic Systems Group, Enterprise Services (HQ 754 ELSG/ES), Acquisition Directorate, 200 East Moore Drive, Maxwell Air Force Base - Gunter Annex, Alabama 36114-3000 and Air Force Field Assistance Service (FAS) has a requirement for BMC Fast Track Support for Remedy AR System maintenance agreement and licensing renewal. It is our intent to award this renewal of maintenance, and licensing to Merlin International. The period of performance for this requirement will be from 01 January 2008 to 31 December 2008. Justification: supplies or services required are available from only one or a limited number of responsible sources under the authority of FAR 6.302. Therefore, this is not a request for competitive proposal and no solicitation is available. A determination by t he Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. An Ombudsman has been appointed for this acquisition. This office will only be accepting offers from General Service Administration schedule offerors. The ombudsman does not diminish the authority of the Program Manager or Contracting Officer, but communicates contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. When requested, the ombudsman shall maintain strict confidentiality as to the source of the concern. The ombudsman does not participate in the evaluation of proposals or in the source selection process. "An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recom mendation to the Contracting Officer for resolution. In addition, AFFA RS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
