Description
The Federal Aviation Administration has requirements to establish twenty (20) each, 5 year contracts (base year plus four option years) to provide janitorial service to 20 locations in Alaska. NAICS Code is 561720. A separate contract will be issued for each location. Each contract will be issued for a fixed price with economic price adjustment - base year plus 4 option years for each location. Contracts will be awarded based on best value to the Government. Evaluation will be based on price and past performance with significant emphasis on price. Some contracts will be evaluated on price only. Each solicitation has language in section M, which defines the evaluation criteria. The Contractor shall provide all labor, equipment, supplies and material required to perform services specified in the Scope of Work (SOW) for each location. SOWs include: office areas, kitchen, bathroom, bedrooms, stairways, hallways, sidewalk maintenance (to include snow removal/shoveling), living quarters, air traffic control towers, etc. The SOW is different for each solicitation to meet the requirements for each specific location. The following solicitations are set aside for 8(a) contractors only. The estimated amounts for a five year contract is noted beside each location. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance program enables firms to apply for bid, payment and performance bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT short term receivable financing. The maximum line of credit is $750,000.
