- THIS IS A PRE-SOLICITATION NOTICE AND REQUEST FOR INFORMATION ANNOUNCEMENT. The Naval Sea Systems Command (NAVSEA) intends to issue solicitation N00024-08-R-4208 for Worldwide Salvage Services in support of the Director of Oceaneering, Supervisor of Salvage and Diving (SUPSALV). Provided with this announcement is a draft Statement of Work (SOW) which NAVSEA is contemplating using for the follow-on solicitation. NAVSEA is interested in receiving industry feedback and recommendations for improving the Salvage Services contract. NAVSEA's desire is to improve the Salvage services solicitation/contract in ways that will simplify the effort required of industry to develop proposed pricing and allow industry to offer more affordable services to the Navy in a follow-on contract. The closing date will be provided with the upcoming solicitation N00024-08-R-4208 planned for release on or about March 4, 2008. The Government will not pay for information received in response t o this synopsis. The Government is not soliciting, nor will it accept proposals as a result of this synopsis. The Government may not respond to any specific questions or comments submitted in response to this synopsis or information provided as a result of this synopsis. Additionally, NAVSEA intends to conduct a question and answer (Q&A) industry day on Tuesday, January 8, 2008 beginning at 9:30 AM Eastern time. The Q&A session will be held in Building 197 at the Washington Navy Yard, Washington, DC 20376. Interested parties are limited to no more than two (2) representatives whose names shall be provided in writing to Mr. Tom Higgins, Contracting Officer, via e-mail at thomas.m.higgins@navy.mil no later than January 4, 2008. The Navy's intent with regard to this Q&A session is to listen to industry's concerns/comments/questions and to the maximum extent possible provide feedback/answers. The Navy makes no representation that it will address all concerns/comments/que stions that may be presented. Some concerns/comments/questions may be addressed, if at all, by issuing written responses that will be provided subsequent to the Q&A session. The Navy will not reimburse interested parties for any costs incurred to participate in this event.
