- Synopsis Design and Construct 2/209th HQ Facilities ANA Kunduz Installation The U.S. Army Corps of Engineers, Afghanistan District intends to issue a Request for Proposal (RFP) to award a Firm Fixed Price contract for the design/co nstruction of a 1800 man Installation located approximately 1.5 Km Southwest of Kunduz, Afghanistan. Longitude: 68?5513.67 E 68?5605.83 E Latitude: 36?3905.15 N 36?3840.50 N Longitude 68?5540.70 E 68?.5448.99 E Latitude 36?3812.04 N 36?.3837.29 N Altitude: 432 meters The contractor shall perform work to consist of topographic survey, installation master planning, site demolition (as required) grading, design and construction of new buildings, construction of prime power plant and electrical distribution system, construction of a waste water treatment plant and sanitary sewer system, solid waste tra nsfer points, development of a raw water source ( i.e. ground source water wells), installation of water well pumps, potable water booster pumps and associated controls, installation water distribution system, construction of water storage tanks, design an d construction of data, voice and emergency communication system including centralized communications building and underground copper cable installed in duct banks system, design and construct access road and road network on new base, POV and military park ing areas, construction of perimeter fencing IAW AT/FP measures. Installation landscaping shall incorporate the storm water runoff plan and allow for proper site drainage, grading throughout the compound with drainage structures. The site master plan sha ll include planned locations for future additional facilities that will be designed and built by others. The contractor shall provide utility connections designed for the future connection of these facilities. The contractor shall perform a geotech nical investigation. An approved site grading and Drainage Plan shall be prepared prior to construction. All utilities shall be complete and operational prior to the occupancy. The award for this procurement will be made in accordance with the appli cable Federal Acquisition Regulations. The applicable NAICS code is 236220. The magnitude of this requirement is between $25,000,000.00 and $100,000,000.00. The proposed contract will be awarded using best value evaluation methods.
