Description
Sources are sought for the requirement of Scrap Tire Removal at Ft. Jackson and various other locations throughout the South Carolina and Georgia area in accordance with the Statement of Work: Contract: Basic (one year) with four (4) option periods Requirement: Request a NC EPA approved scrap tire carrier permit holder transport and 100% recycle a maximum weight of 500,000 pounds (250 Ton) of scrap tires for a Basic (one year period) with four (4) option periods. A contract is requ ired to remove scrap and used vehicle, equipment, and aircraft tires from various military installations in South Carolina and at Fort Gordon, Georgia. Tires must be removed, transported and disposed of by the successful contractor in accordance with Sout h Carolina and Georgia regulatory guidelines. The Contractor shall provide all personnel, supplies, tools, equipment, labor, and transportation in order to accomplish the work. Contractor shall be responsible for obtaining any necessary licenses and/or p ermits and complying with any applicable Federal, State and Local laws, codes and regulations in connection with performance of the work. DRMO Fort Jackson SC will serve as Liaison, Quality Control Evaluator between each pick up location and the con tractor. The Quality Control Evaluators shall coordinate and contact the Contractor for scheduled pickups. The Contractor will be notified when a minimum of 10,000 lbs and a maximum of 35,000 lbs require removal in SC. The maximum may include seve ral pickup points in the same area, for example, all three (3) pickup points in the Charleston area or three (3) pickup points in the Columbia area. The Contractor will be responsible for removing tires at the DRMO operation on Fort Gordon GA when t he accumulation reaches approximately 100 tires. Actual tires removed at notification/pick-up may vary but normally will be between 80 and 120 on each pick-up. The Contractor has the option to spot a trailer or container at all generator sites. A ll trailers and containers shall be removed once they are loaded and shall be replaced with an empty container. In the event a container is in place, the Government will place tires in the container. If tires exceed the capacity of the container or if no container is used, the Contractor shall provide labor and equipment necessary to facilitate loading. There will be no Government assistance available to load. Tires shall be removed within five (5) business days after oral or written notification. <BR >All sites have accumulations that will be required to be removed within 30 calendar days of the notice of award. The Contractor shall prepare a scrap tire manifest and provide documentation which identifies the SC/GA EPA permitted scrap tire carrie r, recycling facility or other authorized disposal facility. Contractor shall provide a completed copy of the tire manifest and invoice at time of each removal. Contractor shall return the original copy of the signed manifest to DRMO Jackson Quality Assu rance Evaluator within ten (10) business days after date of removal. Contractor shall provide a Certificate of Recycling to DRMO Jackson Quality Assurance Evaluator within sixty (60) calendar days of removal. Certificate of Recycling or Authorized Method of Disposal shall include: Method and date of recycling or authorized method of disposal; Facility name, address, and EPA Permit Number if applicable; Weight Recycled; Pick up invoice number and date; Signature/date of authorized facility personnel . A government scale shall be utilized to verify quantity removed (2,000 lbs. = 1 ton). Normal loading hours are between 0800 hrs and 1500 hrs Monday through Thursday (Federal holidays not included). Contractor must arrive in sufficient time for l oading to be completed within the specified time frame.
