- The 950th Electronic Systems Group (950 ELSG), Hanscom AFB, MA, is issuing a sources sought for the purpose of obtaining information for the sustainment of Eagle Vision Data Integration Segment (DIS) systems to include: hardware maintenance, software maintenance, and potential updates to DIS commercial off-the-shelf (COTS) software and hardware baseline to provide new capabilities. Eagle Vision is the only deployable commercial ground station in DOD that can directly receive and process panchromatic/multispectral/SAR imagery from commercial remote-sensing satellites. Eagle Vision provides imagery products for military operations, disaster relief and homeland defense, especially for use in combat commander mission planning/rehearsal and intelligence gathering systems. DIS imagery output includes both industry standard and government-specific output formats such as GeoTIFF, JPEG 2000, NITF 2.1, and RPF CIB. The DIS resides at each of five geographically-separated Eagle Vision sites: Ramstein Air Base Germany, San Diego, CA, Eastover, SC, Honolulu, HI, and Montgomery, AL. Each DIS system comprises six independent workstations (mix of desktops and laptops), a Local Area Network (LAN), shared storage devices, printers, and plotters. Each workstation contains multiple commodity COTS applications software for imagery, office automation, and geospatial processing applications, including Leica's ERDAS Imagine and ESRI's ArcGIS. The sustainment effort will also support one workstation with all DIS software at the Air Force Combat Support Office (AFCSO) in the Pentagon, Washington, DC. The Government requests interested parties submit a statement of their qualifications and indicate their ability to meet the following screening criteria of not more than fifteen (15) one-sided pages, 8.5"x11" paper, Courier type, 10 pitch with a minimum of one (1) inch margins. 1. The sustainment approach for the hardware and software to maintain COTS compatibility. 2. The configuration management approach to sustain planned upgrades for hardware, software, and satellite imagery processing. 3. Experience with imagery and geospatial technology, image processing and correction, mosaicking, orthorectification, imagery products/formats (commercial, civil, and military), geodesy/projection issues, and image map production. 4. Experience with imagery analysis for panchromatic, multispectral, and synthetic aperture radar. 5. Experience with commercial satellites utilized (current/future) by Eagle Vision including SPOT-2/4/5, RADARSAT-1/2, IRS-1C/1D, IKONOS-2, CARTOSAT-1/2, TerraSAR-X, and potential future commercial satellites. 6. Experience with commodity COTS software and hardware solutions for managing large stores of imagery/geospatial data including metadata, libraries, search/retrieve, and compression (including JPEG 2000). 7. Specific skills/experience in accrediting systems under DIACAP, especially for UNCLASSIFIED systems. 8. The size and socioeconomic status of your business (e.g., small, large, small disadvantaged). Existing fielded implementations must be referenced. Product brochures and vendor marketing material may be submitted in addition to the paper. An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution.
