This sources sought notice is for obtaining information only. This does not constitute a Request for Proposals or an Invitation for Bid and does not obligate the Government in any way. A Memorandum of Agreement (MOA) between the Department of the Defense (DoD) and the Department of Transportation (DOT) establishes that, in consideration of the National Defense and the American Merchant Marine, a mutual interest and responsibility exists for the joint establishment, maintenance and control of a Ready Reserve Force (RRF), which is an element of the National Defense Reserve Fleet (NDRF). The ships of the RRF are maintained by MARAD in various states of readiness to meet common user lift requirements of the armed services in a contingency. The RRF consists of 52 vessels as of October 1, 2007. The Maritime Administration (MARAD) requires services for the exclusive long-term safe layberthing for the following class of RRF vessels during FY 2008 and FY 2009: Cape W, T-AVB, Cape R, Cape V, T-ACS and Pacific Collector, and Cape H. A generic SOW, Vessel Characteristics, Wind speeds and a listing of the number of each ship type, their current berth location and approximate solicitation announcement dates are attached. Navigation channel should permit twenty-four hours per day unrestricted transit to open ocean. If bridges/overhead structures preclude unrestricted transit, please provide height limitations for all. Required services are power, potable water, sewage, refuse collection, and telephone service. Potential sources are requested to submit a POC name and phone number, name of firm, location of facility, estimated lead time necessary to ready a facility to the generic requirements listed in the SOW, business size and estimated utility costs for the facility identified to Erica Williams at erica.williams@dot.gov or to the address listed referencing workstation W26-437. Please provide responses by close of business on January 16, 2008.
