- Description
- The proposed contract is being offered for competition limited to eligible 8(a) concerns. This is a follow-on requirement. The Contractor shall provide personnel, material, supplies, tools, test equipment, consumables, transportation, and administration services to maintain the National Distress System (NDS) and Vessel Traffic System (VTS) except as specified as Government Furnished Property and Services. The NDS consists of VHF-FM/HF/WX transceivers located at remote sites and various Coast Guard shore units, which are linked by microwave and/or commercial telephone lines. NDS provides distress, safety, and command & control communications coverage for private, commercial, and Coast Guard maritime interests in the coastal region of Alaska. There are four Areas of Operational Responsibility (AOR), operating under the cognizance of Coast Guard Communications Centers (COMCENS) located in Juneau, Kodiak and Valdez. The VTS is to properly monitor and control all vessel traffic in ports and waterways of Prince William Sound. The VTS is composed of 6 remote sites (Pt. Pigot, Cape Hinchenbrook, Naked Island, Potato Point, Valdez Spit Site, and Reef Island) and the Vessel Traffic Center (VTC) in Valdez AK. The system consists of electronic equipment located at the sites above, which is linked by microwave and commercial telephone lines to the Vessel Traffic Center. The system allows a VTC Supervisor to locate and monitor port and waterway vessel traffic, track ice flows, communicate with vessels, provide security to SERVS, verify vessel locations at key waterway points of entry and protect maritime interests in the Prince William Sound region of Alaska. Other services include Emergency propane fueling as required using T&M. It is anticipated that the solicitation will be issued on or about 21 January 2008. All interested 8(a) firms are encouraged to download a copy of the solicitation. The solicitation will include fixed-price service items, as well as task hour, and unit priced indefinite quantity line items. The solicitation will be issued via the Electronic Posting System at www.fbo.gov under Vendor, DHS, United States Coast Guard, Commander (fcp-2) USCG Maintenance and Logistics Command Pacific, Alameda, CA. Telephone, written, and E-mail requests for hard copies of the solicitation package will not be accepted, the solicitation must be extracted from the EPS web site. The NAICS code is 811213. The size standard is no more than $6.5 million.
