Description
The National Institute on Drug Abuse (NIDA) is seeking information in the form of capability statements from interested small businesses (i.e., HUBZone, Veteran-Owned, Service-Disabled Veteran-Owned, 8(a) certified, Woman-Owned, Small Disadvantaged businesses) having the in-house capability and experience to support the NIDA International Program's mission to foster international cooperative research and the exchange of scientific information by drug abuse researchers around the globe. Specifically, the goals of this program are to: (1) Promote international research activities on drug addiction; (2) Support research training and exchange opportunities globally; (3) Communicate and disseminate science-based information on drug abuse; and (4) Support international research collaboration. As the world's leader in drug abuse research, NIDA's technical consultation, capacity building and research information are in great demand. The contract would provide support to meet this unique and increasing demand and will promote collaborative research with international scientists on the global problem of drug abuse. Interested organizations must be able to: (1) provide a significant level of professional experience with international research and training program development and expansion, preferably in addiction research or a related area of health research; (2) provide administration and support services relating to the competitive award of international drug abuse fellowships to postdoctoral investigators; (3) provide support for the promotion of collaborative research with scientists from other countries as well as consultation in technical information areas related to drug abuse; (4) provide logistical and technical services at an international level; (5) prepare, implement and evaluate multinational research symposia. Interested organizations must be able to demonstrate, in any capability statements submitted, extensive experience with and ability to perform the above tasks and especially to demonstrate capability to administer and coordinate these interrelated tasks in an effective and timely manner and on an international level. Information sent should be relevant and specific in the technical areas under consideration on each of the following qualifications: (1) Experience: An outline of previous similar projects, specific work performed and work in the field of drug abuse; (2) Personnel: Name, professional qualifications and specific experience of scientists and/or technical personnel who may be assigned as project director and other key positions; (3) Facilities: Availability and description of facilities and equipment required to conduct this work. Documentation may include, but not be limited to, contracts both government and commercial the offeror has performed, references, i.e., names, titles, telephone numbers and any other information which would serve to document the offeror's capability, e.g. awards, commendations, etc. This is not a request for proposals. This notice is for information purposes only and does not commit the Government to any contractual agreement. The Government does not intend to award a contract based on responses under this announcement nor otherwise pay for preparing any information sent for the Government's use. Any proprietary information should be so marked. Interested organizations submitting a capability statement in response to this announcement must indicate the company name and address; a point of contact; phone/fax/email; eligible NAICS codes; business size and status; and, capability information in response to the requirement. Written capability statements must be submitted no later than January 4, 2008 to the NIDA Contracting Officer.
