Description
NASA/ARC has a requirement for one MEMS Mirror (a single deformable 1024-element deformable mirror, with the mirror elements arranged in a 32x32-element square array), and one driver. The requirement for the MEMS Mirror is for it to have a continuous front surface covering all the mirror elements with either aluminum or gold coating. The driver shall be a set of high-voltage driver electronics that will operate the deformable mirror. The driver electronics must work as an integral part of the wavefront correction DM, without any requirements of significant mechanical, electrical, or software interface design effort. PLEASE SEE ATTACHMENTS FOR FURTHER SPECIFICATIONS. NASA/ARC intends to purchase these items from Boston Micromachines Corp. located in Watertown, Massachusetts, under the authority of FAR 13.106-1 (b)(1), only one source reasonably available to meet Agency requirements. NASA/ARC intends to negotiate and award a sole source contract with Boston Micromachines Corp. under the authority of FAR 6.302-1. Only one responsible source and no other supplies will satisfy agency requirements. A justification for Other than Full and Open Competition has been prepared in support of this acquisition. This request is considered to be sole source to Boston Micromachines Corp. therefore; no solicitation will result from this announcement. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. local time on December 19, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than 12-17-07. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note ?B?.
