Description
This is a Request for Information for planning purposes only; no solicitation is being issued at this time. For reference purposes, use the following reference number SCOTT RFI 08-01. The 375 Contracting Squadron, at Scott AFB Illinois seeks potential sources to perform full emergency patient transport services at Scott AFB and the surrounding housing areas of Patriots Landing and Lincolns Landing (all these locations will be referred to as Scott AFB hereafter). Scott AFB is considering two options of services to meet our requirements: Option 1 Contractor provided response from a facility off Scott AFB Option 2 Contractor provided response from a Government provided facilities on Scott AFB at no cost with the flexability to respond to EMS calls in the surrounding communities outside Scot AFB with an established fee for those calls. All TRICARE calls dispatched to be at the rate set forth between the contractor and TRICARE when applicable. NOTE: Payment for services on either option will be via TRICARE (for those eligible) and/or by third party collection. The contractor shall furnish all labor, management, supervision, vehicles, supplies, equipment, transportation and reports. The contractor shall at a minimum, cover the full range of Emergency Medical Technician (EMT) paramedic and ambulance services provided to the local community to include local protocols or standing orders and staffing minimums in accordance with the state of Illinois Region Four (4) B, federal and state regulations as applicable. The Emergency Medical Services (EMS) Systems Act (210 ILCS 50) document is a good resource located at http://idph.state.il.us/rulesregs/rules-indexbytopic.htm#EMS . The contractor shall be authorized to perform ambulance services in St Clair County, Illinois. The North American Industry Classification Systems (NAICS) Code is 62190, Ambulance Service. This Sources Sought Notice is also issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. All business capable of providing these services are invited to respond to the two types of services being sought. Any information provided by industry to the Government as a result of this sources sought synopsis is voluntary. The Government will not pay for any information submitted in response to this sources sought synopsis. If interested in responding to this notice, the government requests interested parties submit a brief description of their company?s business size, business status (i.e. small business, disabled veteran, disadvantaged, HUB zone, women-owned), anticipated teaming arrangements and a description of similar services offered to the government and to commercial customers. Include contract magnitude and points of contact for each example provided (name of the point of contact (POC), address, e-mail, telephone number, fax number and company?s webpage if applicable). Interested Parties shall state which option is preferred. Please limit your response to not more than 10 single-sided pages.
