Description
Title: Replace HVAC/Install Building Addition, Azle & Sachse Airport Surveillance Radar (ASR-9) Facilities, Azle and Sachse, TX Solicitation Number: DTFASW-08-R-00014 Phase: Complex Noncommercial Procurement Method: Request for Offer - SIR Posting (brief abstract): Modernization/Expansion of Federal Aviation Administration (FAA) Airport Surveillance Radar Model 9 (ASR-9) at Azle and Sachse, TX. PLEASE NOTE: THE ARCHIVE DATE DOES NOT REFLECT SOLICITATION DUE DATE. The Federal Aviation Administration (FAA) is seeking competent and qualified contractors interested in providing offers to perform work as listed in the title of the announcement, and as synopsized below. The work will consist of, but is not limited to, the following: Work includes associated civil, structural, heating, ventilating and air conditioning (HVAC) with Lead/Lag Controller (LLC) system and electrical work necessary to complete the structures as well as related utilities, parking areas and site improvements as required. The scope of work includes a 25'-4"X 23' building addition to the existing Airport Surveillance Radar Model 9 (ASR-9) buildings of approximately 1525 square feet. This project includes demolition and installation of: existing HVAC system, concrete foundations, installation of split-face masonry blocks, installation of new roofing system to match existing building, HVAC system, fire protection system, utilities and tie-ins to existing services, facility grounding, bonding and lighting protection system, and parking lot modifications as required. All work shall be accomplished in accordance with the specifications and drawings. 1. This project is a total set-aside for Small Business Concerns. 2. Contract performance period is 90 days (60 days at each location). Work at Azle and Sachse shall be staged so that construction phases of both projects are within four (4) weeks of one another. 3. The NAICS code is 238220 - ($13M): Plumbing, Heating, and Air Conditioning Contractors. 4. Estimated Bid Range: $500,000 to $1,000,000. 5. The contractor is expected to perform at least 15% of the work using its own employees. 6. A mandatory pre-bid site visit is tentatively scheduled for January 15, 2008. The exact date, time and location will be confirmed with those contractors cleared to receive solicitation packages. 7. The anticipated start date for this project will be March 1, 2008. 8. Award will be made in the aggregate. However, contractors must provide separate pricing for each location in order to be considered for award. AN OFFEROR MUST MEET THE FOLLOWING GO/NO-GO CRITERIA IN ORDER TO RECEIVE A SOLICITATION PACKAGE: a. The contractor must have successfully completed similar projects, both in terms of dollar amount and scope, on a Life Safety Critical Facility (such as a hospital or a similar FAA facility.). b. The contractor must have delivered a quality product in the timeframe established by the contract. c. The contractor must provide the name of the agency/facility where the work was performed, contract number, a point of contact (with phone number) and dollar value of the project. This information will be used to evaluate whether projects have been delivered on-time without defects. d. Complete and return the attached Business Declaration e. Complete and return the attached Sensitive Security Information form. NOTE: General contractors must provide a List of Employees and a List of Subcontractors as required by paragraph 1, items (b) and (c) on Page 2 of the Sensitive Security Information form. NOTE: Contractors must have active registration in Central Contractor Registration (CCR) before award can be made. Contractors can register at www.ccr.gov/. FAILURE TO SUBMIT ALL REQUIRED INFORMATION WILL CAUSE YOUR FIRM TO BE DEEMED NON-RESPONSIVE. "This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
