Description
NASA/GRC has a requirement for the upgrade of a LPPS coating system to a LPPS-thin film coating system. NASA/GRC intends to purchase the items from Sulzer Metco Inc. because they have the capability to modify the existing Sulzer LPPS system to a LPPS-thin film system. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 12/17/2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Potential offerors must include evidence of experience in building and researching hybrid LPPS-TF vapor deposition coaters. Offerors must also show the capability to meet the required delivery of 20 weeks and to complete installation and training at the NASA Glenn Research Center. The LPPS-TF coater shall have a vacuum pumping system capable of reducing chamber pressure during plasma spraying to 1-5 torr operating pressure with a maximum operating gas flow at 170 liters per minute. The plasma jet shall operate on argon/helium gas. The system shall be capable of producing thin films of thickness as low as 5 microns. The coating process shall be designed to allow vapor deposition from starting materials in the form of powders. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
